• PM केयर फंड का चीनी कनेक्शन, जानिये पूरा मामला और कांग्रेस के संगीन आरोप 

 

डॉक्टर अभिषेक मनु सिंघवी ने पत्रकारों को संबोधित करते हुए कहा कि मैं आपको धन्यवाद के साथ-साथ एक रोचक सूचना देना चाहता हूं कि आप सब मेरे साथ एक रिकोर्ड साबित कर रहे हैं, शायद पहले कोविड़ पॉजिटिव पैशेंट के साथ प्रेस वार्ता कर रहे हैं और ये मेरा तो सौभाग्य है और आप अच्छी सामाजिक दूरी पर हैं, तो आपको भी घबराने की आवश्यकता नहीं। मैं अपने आठवें दिन में हूं। कृपा है कि अभी तक ऐसा कोई गंभीर सिम्टम नहीं है, अगले हफ्ते, कल क्या होगा, कोई जानता नहीं है, आगे आने वाले कल का, लेकिन शो मस्ट गो ऑन, Show must go on. हां, ये बात जरुर ध्यान आती है कि अच्छी मैडिकल सहायता है, पूरी सुरक्षा है, सामर्थ्य है, जिन लोगों के पास ये नहीं है, उनका ध्यान आता है और दुख भी होता है। फिर भी जिस प्रकार का मिथ्या प्रचार आपको बताया जा रहा है, दिखाया जा रहा है बार-बार इस देश की सरकार द्वारा, तो कभी-कभी ये कोविड पॉजिटिव के दौरान भी एग्जंप्शन स्वाभाविक और सही है।

 

मैं आज एक अलग मुद्दे पर बात करुंगा, आप बहुत दिनों से सुन रहे हैं अलग-अलग मेरे सहयोगियों द्वारा। मैं आज पीएम केयर फंड और उसका जो चीनी कनेक्शन है, मधुर चीनी नहीं, ये दूसरे वाली चीनी है, उस कनेक्शन की बात करुंगा। इसके बारे में अभी तक आपको अवगत नहीं कराया गया है।

 

ये तथ्य मैं आपको देने से पहले जनरल चीजें बता दूं, कुछ चीजें दोहरानी पड़ती है, आवश्यक भी हैं। पहली इस सरकार ने, इस प्रधानमंत्री ने, इस सत्तारुढ़ पार्टी ने ये तो सिद्ध कर दिया है कि इनके लिए क्या महत्वपूर्ण नहीं है- इनके लिए चीन का आघात महत्वपूर्ण नहीं है। कितना एरिया, वर्गफल अंदर आया, ये महत्वपूर्ण नहीं है। कितने पोस्ट लिए, ये महत्वपूर्ण नहीं है। कितने प्वाइंट ग्रहण किए, ये महत्वपूर्ण नहीं है। राष्ट्रीय सुरक्षा एक शब्द में महत्वपूर्ण नहीं है। महत्वपूर्ण क्या है– दो चीजें,  एक है– I, Me, Myself, जो ये बोल दिया, वही ब्रह्म वाक्य है। मैं सही हूं, मैं गलती नहीं कर सकता, ये एक व्यक्ति का हस्ताक्षर है, इस देश में, हम सब उस व्यक्ति को जानते हैं और दूसरा महत्वपूर्ण है कि इतने बड़े राष्ट्रीय सुरक्षा मुद्दे के सामने राजीव गांधी फाउंडेशन। हमारे सहयोगी ने आपको अलग-अलग दिनों में किलोमीटर दिए हैं, फोटो दिए हैं, सैटेलाइट इमेजरी दिए हैं, मैप दिए हैं, प्वाइंट दिए हैं, आंकड़े दिए हैं, मैं कोई दोहराने वाला नहीं हूं। लेकिन ये जरुर दोहराऊंगा कि आज 3-4 दिन में तथ्यों के आधार पर एक भी जवाब नहीं आया है, ना Me, Myself, I के द्वारा, ना सरकार के द्वारा। हां, गाली गलौच आई है, आरोप- प्रत्यारोप आया है, राजीव गांधी फाउंडेशन आया है। जो भारत सरकार की नीति 20 साल, 15 साल पुरानी है, आर्थिक, वो आई है। लेकिन राष्ट्रीय सुरक्षा के इन स्पष्ट मुद्दों पर एक जवाब बता दें, तो मैं अपनी प्रेस वार्ता विदड्रो कर लूं।

 

एक और बात जब उसके बाद पीएम केयर पर आते हैं, वो बात ये है कि मैं कुछ स्टेटमेंट करने वाला हूं, जो एक प्रकार से सारांश है। ये इतने बड़े स्टेटमेंट है, इनको अपवाद करना या खंडन करना बड़ा आसान होना चाहिए, अगर मैं गलत हूं तो। पहली- ये बड़ी मजाकिया बात है कि शायद किसी पार्टी भारत की प्रादेशिक, केन्द्रीय, रिकोग्नाइज्ड, अनरिकोग्नाइज्ड, सत्तारुढ़, विपक्ष, शायद भारत के इतिहास में कोई पार्टी नहीं होगी, बहुत बड़ा स्टेटमेंट कर रहा हूं, जिसके अध्यक्षों द्वारा चीन से उतना संपर्क रहा है, जितना लगभग पिछले 10-12 वर्षों से भारतीय जनता पार्टी के अध्यक्षों का रहा है । मैं आपको पुरानी वाले भी दे सकता हूं, लेकिन अगर आप राजनाथ सिंह जी से देखें, तो 2007 का सीपीसी विजिट, उसके बाद 2008 का राजनाथ सिंह जी का विजिट या कनेक्शन, 2009 जनवरी में आर.एस.एस जो राजनीतिक पार्टी भी अपने आपको नहीं कहती है, मुख्य प्रचार जब चैंज करना हो तो, उसका डेलीगेशन जनवरी-2011 में बाद के सब अध्यक्षों का नाम ले रहा हूं, गड़करी जी, 5 दिवसीय ऑफिशियल अध्यक्ष की हैसियत से चीन यात्रा की। नवंबर 2014 में माननीय अध्यक्ष और नंबर वन प्वाइंट देश में, श्री अमित शाह, उनका एमपी, एमएलए का डेलीगेशन भेजना सीपीसी, जो सीपीसी चीन की एक कम्युनिस्ट पार्टी है। एक पार्टी अध्यक्ष नहीं है और मैं नहीं समझता कि निरंतर सूचि की किसी पार्टी ने बराबरी की हो, कांग्रेस को तो छोडिए, मैं किसी भी पार्टी की बात कर रहा हूं।

 

दूसरा स्टेटमेंट- जिसका खंडन में चाहूंगा वो है कि शायद मोदी जी जितने चीन से संपर्क किए उतना ना कोई मुख्यमंत्री, ना कोई प्रधानमंत्री, ना भारत के कोई लीडर का 70 साल में रहा हो। ये आकंड़ा पहले से तो आप जानते हैं कि 4 बार सीएम की हैसियत में और 5 बार पीएम की हैसियत में चीन से आदान-प्रदान, विजिट को आप जानते हैं। शायद आपको कम याद है कि 6 साल में इन प्रधानमंत्री ने 18 सीटिंग, 18 बैठकें की हैं। 70 साल में किसी ने शायद उसकी आधी से कम, एक तिहाई भी नहीं की होंगी।

 

अब इस बैकग्रांउड के बाद मैं एक चीज कहते हुए आगे बढ़ूंगा पीएम केयर पर, पहले पीएम केयर की बात करते हैं। अगर आप ध्यान दें कि इस सरकार ने बार-बार ये मुद्दा अवोयड क्यों किया? क्या किसी को संदेह है, विश्वभर में, कोई देश को, हमारे मित्र देश को, हमारे जो ना मित्र हैं,  उनको कि चीनी फौज गलवान वैली में, पैंगोंग सो लेक में, हाट स्प्रिंग में, डेप्संग प्लेन में, वाई जंक्शन; अब मैं डिटेल में नहीं जाऊंगा, वहाँ रोड है, आपको मालूम है वो सब, इसमें वो आ गए हैं। मैंने जैसा कहा कि पिछले हफ्ते भर के डॉयरेक्ट डेटा के बाद कोई जवाब नहीं मिला। आपको जो जवाब मिला है, उसका कोई प्रधानमंत्री द्वारा स्पष्ट खंडन नहीं मिला कि चीन ने हमारा कोई भी इलाका हासिल नहीं किया। अब चीन के साथ जो पिछले कुछ वर्षों से हमारी आपा धापि चल रही, उसकी कुछ तारीखें आप नोट करें। फिर हम आएंगे कि क्यों पीएम केयर फंड फाउंडेशन का मुद्दा महत्वपूर्ण है।

 

अगर आप मोदी सरकार के तुरंत पहले से लीजिए, 2013 से, डेप्संग प्लेन और वाई जंक्शन में, चीन ने तब भी यही प्रयत्न किया था। न्यूनतम सफलता के साथ यही किया था, लेकिन जो आपको नहीं बताया जाता है कि उस वक्त 2013 में,  उसी जगह पर, जहाँ वापस आपा धापि हो रही है, उनको हटाया गया, पुश बैक किया गया। उसके बाद जब झुला और महाबलीपुरम हो रहा था, तो आपको याद है चुमार हुआ, लद्दाख में, 2014 में जब झुला चल रहा था। 2017 में डोकलाम था तो ये निरंतरता,  ये श्रृंखला याद रखना जरुरी है। ज्यादातर इसके 4 क्षेत्र हैं- गलवान, पैंगोंग सो लेक, हॉट स्प्रिंग एंड डेप्संग। 2013 के बाद अब ये सब जो चल रहा है और मैं सिर्फ बात कर रहा हूं 2014, 15, 16, 17, 18, 2019 और आज तक।

 

इस संदर्भ में बहुत महत्वपूर्ण प्रश्न ये उठता है कि आपने कोविड के नाम पर नया फाउंडेशन ट्रस्ट बनाया। अब ये सर्वविदित है कि ये नया है, ये ऑफिशियल सीएजी द्वारा ऑडिट नहीं होता है। ये पीएम केयर ऑफिस ने खुद ने दलील लिया है। ऑर्डर लिया है कि ये आरटीआई में कवर्ड नहीं है। उनके कहने पर, उनकी दलील पर निर्णय आ गया है। किसी प्रकार की पारदर्शिता, नियंत्रण, ऑडिट, जवाबदेही ये नई चीज के लिए नहीं है। सत्तारुढ़ सरकार का ये फंड है। अब इस फंड में, इस संदर्भ में कोविड़ के नाम पर आपने 9,678 करोड़ समझ लीजिए 10,000 से 250 करोड़ कम, 300 करोड़ कम फंड लिया है कहाँ से, वो नमकीन चीनी से, मीठी वाली चीनी नहीं, नमकीन चीनी देश से। चाईनीज मनी 2013 के बाद जो एरिया और आपको जो तारीखें बताई, झूला डिपलोमेसी बताई, महाबलीपुरम बताया, 9 विजिट और 18 बैठकें बताई, उसके दौरान आपने 10 हजार करोड़ रीसिव किया;  मुझे अद्भुत लगता है और जवाबदेह है राजीव गांधी फाउंडेशन। 20 लाख रुपए ले लिए राजीव गांधी फाउंडेशन ने, इतना जबरदस्त फीगर, 9,600 करोड़ सिर्फ एक फंड में और वो फंड कितना पुराना फंड है। कोविड कब हुआ था, ये तो अभी जन्म लिया है, अभी शिशु है। उसमें अभी अगर 10 हजार करोड़ है, हम आपको ये नहीं बताते तो इसका 6 महीने बाद का क्या फीगर होता, आप देख लें।

 

इसका जरा और आंकलन करें, इस आंकड़े का, 7 करोड़ है एक कंपनी हुवावे। आज देश की हालत ये है कि स्कूल का, केन्द्रीय विद्यालय का बच्चा वो भी जानता है। अगर केजी क्लास से क्लास 1 के किसी शिशु से पूछे तो वो भी बता देगा कि वेल कनेक्टेड चीन की कंपनी है क्या। ये चीज सरकार के आगे है, ये पीपुल लैबोरेशन आर्मी, जो ये डिक्टेटेरशिप की आर्मी है, उससे संबंधित है। ये सर्वविदित है, 7 करोड़ वहाँ से आए हैं। आप देश को कितने लेक्चर देते हैं, संदेश देते हैं, उपदेश देते हैं कि हम इसको सैनेटाइज करेंगे, हमारे जो कानून मंत्री, आईटी मंत्री कहते हैं कि हम इसे ऐसे कंट्रोल करेंगे कि इसको सुरक्षा नहीं देंगे, सर्विलेंस नहीं होगी, उसी कंपनी का आप 7 करोड ले रहे हैं पीएम केयर में। चीनी कंपनी टिक टॉक ने 30 करोड़ दिए। पेटीएम, जिसके बारे में भी बीच में आपने काफी होहल्ला किया था, बल्कि एक वक्त तो प्रमोट भी बहुत किया था, प्रमोशन तो कम हो गया, लेकिन ये चीज होने लगी। 100 करोड़ आपने इससे लिए हैं। इस कम्पनी का 38 प्रतिशत चाईनीज ऑनरशिप में है, जबकि कंपनी का कंट्रोल 10-12 प्रतिशत से होता है, 26 प्रतिशत से टोटल हो जाता है। 38 प्रतिशत शेयर होल्डिंग इस कंपनी में चीन की है। 7 करोड़, 30 करोड़, 100 करोड़, तीन नाम दिए मैंने आपको।

 

चौथा है- जियोमी, नाम से जाहिर है की चीनी कंपनी है, 15 करोड़। ये कमेटेड़ है या दे दिया गया, पता नहीं लेकिन ये है पक्की बात। ओपो के बारे में हम प्रश्न पूछते हैं, हमारे सूत्र बताते हैं कि 1 करोड़ मिला है। मैं एक्यूरेट बोल रहा हूं जिससे कोई कुछ नहीं कह सकता कि शायद 1 करोड़ वहाँ से लिया है। अब रुपया तो एक तो इसके आने की दिशा और गति, कहाँ से आ रहा है, ये बहुत अद्भुत और अजरज की बात है। दूसरा कहाँ जा रहा है, ये उतनी ही अद्भुत और अजरज की बात है। क्योंकि ना जवाबदेही और ऑडिट है, ना आने वाला का है, ना लेने वाले का है, ना जाने वाला का है और ये सब आपकी नाक के नीचे हो रहा है। जब हर दिन हम पिछले 2 महीने से और 2014 से हर साल इस शब्द से वाकिफ हो गए हैं, बच्चा-बच्चा प्वाइंट-4, डोकलाम, गलवान इत्यादि। ये आपकी नाक के नीचे हो रहा है और आपने ये शुरु किया 6 महीने पहले, ये भी नहीं कि आपने पहले शुरु किया, बंद कर गए, ये फंड शुरु किया 6 महीने पहले, ये अभी शुरु किया, ये हो चुका है आपकी नाक के नीचे। अगर प्रधानमंत्री  हमारे देश की राष्ट्रीय सुरक्षा से इस प्रकार का खिलवाड़ करेंगे, इस प्रकार से जवाबदेही को अवोयड करेंगे, तो क्या उसके बाद आप हमें ये कहेंगे कि कांग्रेस, सिंघवी, एआईसीसी ये प्रश्न करने की हिम्मत कैसे कर रहे हैं? आप अगर प्रश्न करते, तो आप राष्ट्र विरोधी हैं?

 

आप अगर प्रश्न करते, तो आप राष्ट्र विरोधी हैं? मैं विनम्रता से कहूंगा कि मैं राष्ट्र विरोधी होने को स्वीकार करता हूं,  अगर आपकी परिभाषा राष्ट्रीय विरोधी की ये है कि राष्ट्रीय सुरक्षा के बारे में हम गणतंत्र में ये प्रश्न नहीं पूछ सकते। इस देश का एक दुखद दुर्भाग्यपूर्ण प्रसंग होगा। आपने बार-बार बोला जब सरेंडर मोदी कहा गया, तो चीन और पाकिस्तान ने ललकारा, ट्रैक्शन मिला, राहुल गांधी जी की आपने बहुत कड़े-कड़े शब्दों में निंदा की। कभी आपने ये नहीं सोचा कि हमारी पाकिस्तान और चीन के खिलाफ सरेंडर मोदी ललकार थी। अगर आप प्रधानमंत्री उस वक्त दिशा, गति और नेतृत्व देते।

 

3 वाक्य बोलने हैं आपको प्रधानमंत्री जी, आज भी बोल दीजिए- चीन, ये वर्ड बड़ा अद्भुत बात है। हमने नोटिस की है, चीन का नाम अभी प्रधानमंत्री जी ने लिया नहीं। चीन अग्रेसर है, तीन शब्द। चीन ने घातक हमला किया, कोई ऐसा शब्द बोल दीजिए आप। दूसरा, चीन लगभग इतने किलोमीटर हमारे एलएसी के अंदर आया था, आया है। तीसरा, चीन ने इन प्वाइंट के आस-पास ये किया है। चीन ने इन प्वाइंट के आस पास हेलीपैड बनाया है। ये 4 वाक्य आप बोल दीजिए। अगर ये पूरा देश आपके साथ खड़ा होकर आपके नेतृत्व में उनको खदेड़ कर बाहर करने में तत्पर नहीं हो जाएगा, तो बिल्कुल आप हमें हर प्रकार की गाली दीजिए, दोषारोपण कीजिए, हम स्वीकार करेंगे।

 

आपने क्या किया, आपने इसका विपरीत बोला। चीन ने ताली बजाई, आपने वापस हमको दोषारोपण कर दिया कि हमने चीन से ताली बजवाई। हम राष्ट्रीय विरोधी किस प्रकार का तर्क है, ये तो पूरक भी नहीं, ये तो मजाक है। ये किस प्रकार की पर्देदारी है कि ये आप चीन से स्पष्टता से चीन के बारे में नहीं बोलते। ये हमारा प्रश्न है। हम आपको और बड़े रोचक संस्थाओं के बारे में और इंस्टोलमेंट देंगे। आज हमने आपको पीऍम केयर फंड के बारे में सीमित रखा है।

It is also important some times to exert oneself despite some hesitations to combat such absolute, blatant falsehoods about which I am going to tell and the focus today will be on the PM CARES foundation, something which we have not spoken about in the five days proceedings, where we have been  talking about individual issues. Before that I need to make 4 or 5 interesting points to you that the film, the reasons to remind you because the context is important before I come to PM CARES foundation.

 

First point is that it is now clear in the last one week and in fact I would say over the last one month or three weeks that what is not important to this Government and this Prime Minister is clear. What is not important is China, area by which they have entered, area to which they have occupied, posts which they have touched/entered or occupied, points, which they have touched, entered or occupied in one word national security issue is only a political stick to play with not important. What is important are two other things- Me, I, Myself.

 

Once, I have said, spoken something it must be proved right supported by all agencies. I am not here to give any explanation; I am inferable, only 1 person’s language in India is that we know who that person is !

 

The second thing, which is equally important in the face of this massive national security issue, is that, red rag to a bull, the name is Rajiv Gandhi. So, next thing important is Rajiv Gandhi Foundation that is the answer you will have for all the questions. We have in the last few days given you maps, points, locations, satellite photographs, photos, etc. I am not going to repeat any of these, the answer has been only Rajiv Gandhi foundation. Now, before I come to the PM CARES and other general points and I am making a very blanket, wide, sweeping statement, so easy to contradict & falsify me. So, I am making deliberately and consciously, extremely right statement, which I need not make, but, I am daring you Mr. Government, Mr. Prime Minister, Mr. Ruling party to falsify me. No President of any political party in this country regional or national, I mean I can’t, that all to say I can’t, all to the CPI and CPM but, I think even they would not have. No Presidents or under the president’s approval could have had exchanges with the CPC in a continuity from Rajnath Singh Ji through Gadkari Ji, through Amit Shah and I am sure Mr. Nadda would have followed but, for this Press Conference today.

 

You may not do it, now because the Press Conference has had close links with the CPC visits back and forth, delegations back and forth repeated. 2007 and 2008 were both deep interactions Shri Rajnath Singh Ji’s side. Dates are all there I am not going to January 07, October 08, then January, 09, RSS of all people sent a strong delegation, when it wants it a political party, when it wants, it is not a political party, It is sending delegation for cultural nationalism, I am sure to China to the CPC.

 

On 9th January, 2011, Mr. Gadkari, a long term president of the BJP, then sitting President go on a five day official visit to the CPC, CPC by the means Chinese Communist Party. In November, 14, Mr. Amit Shah sends a large delegation of MPs and MLAs of the BJP at a CPC get-together called a ‘party school’. अब स्कूल भेजा जा रहा है हमारे सत्तारूढ़ पार्टी के एमएलए और एमपीस को पार्टी स्कूल भेजा जा रहा है और हमसे पूछा जाता है और उसके बाद अंतिम अब हैं, नड्डा जी, मैं आपको …very very well known meetings have been held had with China’s President Xi, but, what you don’t know as I said 18 cities. No Prime Minister in 70 years of Indian history would have had 1/3 of that many or half that many.

 

Last, background before I come to PM CARES, which is this, we must now look at the conduct of PM CARES foundations established hardly 6-8 months ago, in the context of post 2014 effects. Now, comes the real issue, that’s why this context is important, one more context for setting the agenda. We know that from 2013, the Chinese have been misbehaving in the recent past, in the only recent past, I am talking about. In 2013 pretty much a similar attempt that aggression and occupation was done near that Y-junction from Depsang plains and you know the Y-Junction and all the nearness to the rivers and to that air field or another into that road. In year 2013, the Chinese has something pretty similar, but, what is not told to you is that they were pushed back by us, 2013, which is where I started a story. Now, you know after that two much publicised meetings, out of the 9 of Mr. Modi. One was the ‘Jhoola Diplomacy’ and just around that time in 2014. Jhoola was moving and so was Point 30 R post in Chumar, ladakh, point 30, R, post in Chumar Ladakh was moving towards the Chinese, but, the Chinese was doing towards it; then around Mahabalipuram time, Chinese occupied Doklam plateau portion in 2017. So now the context is clear. In this context, the four words known to every Indian from 2013 end to 2020 are Galwan, Pangong Tso Lake, Hot Springs, Depsang plains, everybody knows this names. China has been doing one after the other, one or other every few months. The number of incursion will be hundreds. In the middle of all this, Covid is hardly 6 months old, this fund is created, it is common ground the fund is called the PM CARES fund, is not audited by the CAG, not audited by any genuine, independent, statutory auditor that the sense in which we understand in Governmental audits.

 

By the PMO’s own arguments, which is succeeded, Quasi judicial order it is not covered under the RTI. It has no accountability, none. आरटीआई नहीं है, सीएजी नहीं है तो अकाउंटेबिलिटी क्या होगी. If you ask the question, you are Rashtra Virodhi.  वह अकाउंटेबिलीटी भी नहीं है। Now in this fund, 9,678 crores has been received, is it believable? That is say- 10, 000. Rs 10,000 crores, let us look at it little more closely, this fund is only a few months old, all which had to happen from 2013 to 2020 and happened in the nose by then. Why do you allow, you are penny to come. It could not have come, earlier, it has to come after the fund has created. Now, Rs. 7 crore of this is from HUAWEI. Every Child knows from kindergarten to class 1, even though he may or not pronounce the country’s name correctly that this is not only the Chinese company, but, it is actually the alter ego of the People’s Liberation Army, forget the Chinese Government. the Chinese Government in many ways is the rogue Government because it has no democracy, but, the rogue within the rogue is the PLA and PLA के एक्सटेंशन से आपने 7 करोड़ लिये। Rs. 30 crores has come from the TikTok. टिकटॉक कॉपी हमारी है, रिक्शा वाली लेकिन कंपनी चाइनीज है।

 

Thirdly, Paytm which at one time was tried to be promoted has hundred crores, not telling you the 38 percent is Chinese controlled share holding. 16 percent is enough, 26 percent is compulsorily, controllable with the VETO power. XIAOMI is another Chinese company which is either already paid or committed Rs. 15 crores. We are not hundred percent sure or I believe OPPO has given Rs. 1 crore more. My question is, these examples can be multiplied. Let me end by saying, the Hon’ble Prime Minister has got what reason for accepting such donations in the last six months when everything what the Chinese did. What is the reason for answering the RG foundation, when you are having such important questions to be answered and you are not answering a single out of that? What kind of answer is this? As I said, if asking these basic questions, is going to make us anti-national. We would be an abdicator of our duties in a democracy as a political party to not even ask you for simple 3 or 4 sentences answers and where is the ego for this, where is the pedestal for this, say is today, the country will stand as one behind you and scream shout louder than you will in your favour along with you?

 

On a question about what is the link between Chinese donations and Chinese intrusion in Ladakh, Dr. Singhvi said- There is not quid pro quo obviously, the Chinese can’t be invited to attack us by paying us hundred crores Rupees into PM Cares fund, nobody, how can you say that? अमित शाह द्वारा दिए बयान के संदर्भ में पूछे एक अन्य प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि आपका प्रश्न महत्वपूर्ण है, राहुल गांधी जी से राष्ट्र विरोधी लोगों को फायदा होता है, ये पहली बात है। अब ये बताइए कि इसका तर्क क्या है, राष्ट्र विरोधी या राष्ट्र सुरक्षा पर प्रश्न पूछना है, ये इन प्रश्नों का उत्तर नहीं देकर, राजीव गांधी फाउंडेशन पर उत्तर देना हैं, एक सरल प्रश्न है मेरा। राष्ट्र विरोधी चीन के बारे में ये कहना है, हमारी एक इंच टैरीटरी में नहीं आया और बाद में ये कहना कि नहीं मेरे गृहमंत्री ने ये कहा था, मेरे रक्षा मंत्री ने ये कहा था, लेकिन मेरा मतलब ये था, ये ज्यादा राष्ट्रविरोधी है या हमारा जवाब? आप किसी भी बच्चे से लेकर जज के सामने रख दीजिए ये प्रश्न, जो उत्तर आयेगा मैं मान लूंगा। इस कुतर्क का, अमित शाह जी के कुतर्क का कोई जवाब हो सकता है क्या? अमित शाह के कुतर्क का एक ही जवाब है, वो गृहमंत्री हैं, सर्वव्यापी हैं, जो वो कहते हैं सत्य है और ब्रह्म लकीर है।

 

दूसरा, हम पार्लियामेंट करने के लिए तैयार हैं, संसद क्या हम शुरु करवाएं? या किसी की गर्दन पकड़कर हम संसद को बटन दबाकर शुरु करवा दें। ये वही संसद हैं, जिनके लोगों ने एमपी के बार-बार कहने पर जिस तारीख तक मैं खड़े होकर मध्य प्रदेश का केस लड़ रहा था उच्चतम न्यायालय में, मास्क पहनने तक मना किया था, उसके बाद स्थगित करने को मना किया था। मेरे को इसमें कोई हिचकिचाहट नहीं है कि मैंने खंडपीठ को कहा था कि जिस दिन ये केस खत्म होगा ये संसद स्थगित हो जाएगा, मैंने खंडपीठ को कहा, जिस दिन जजमेंट रिजर्व हुआ दो दिन बाद संसद स्थगित कर दिया गया और उसके बाद आज आप हमें कह रहे हैं कि संसद में बात करेंगे। तो करिए बात, हमने कब मना किया, बात से मतलब क्या हुआ, हमे तो बात का जवाब चाहिए, क्या आज संसद के बिना बाहर संसद इसका उत्तर देने में आप असक्षम हैं या कुछ ऐसी गालियां देना चाहते हैं जिसके लिए आपको संसद की सुरक्षा चाहिए, आज जो हम प्रश्न पूछ रहे हैं, वो इतने सरल हैं कि आप बिना संसद के सुरक्षा चक्र के आप जवाब यहाँ भी दे सकते हैं। देश का आम आदमी बाहर भी सुन सकता है। तीसरी बात क्या आप वापस इसको घुमा नहीं रहे हैं? आप ऐसा करिए आप महाभारत के समय से एक इतिहास का सेशन रख लीजिए पार्लियामेंट में हम कर लेंगे बात और लेकिन कम से कम अभी तो जवाब दीजिए 2013 से अभी तक का, जो आदमी 2013 से 2020 के जवाब के लिए 62 में जाता है, ये प्रमाण है कि वो 2013 से 2020 के प्रश्नों को अवॉइड करना चाहता है।

 

एक अन्य प्रश्न पर कि भाजपा द्वारा ये जो पूरा मामला उठ रहा है अब और जिस तरीके से उठाया जा रहा है ये क्या सिर्फ और सिर्फ राष्ट्रीय सुरक्षा के मूल मूद्दे से भारतीय जनता का ध्यान भटकाने की तरफ है और इसको भाजपा बनाम कांग्रेस का युद्ध बनाकर पेश किया जा रहा है, डॉ. सिंघवी ने कहा कि मैं समझता हूँ कि किसी भी निष्पक्ष देखने वाले दृष्टा का, गोदी प्रेस को छोड़कर किसी और पत्रकार का इसी प्रश्न में कोई संदेह हो सकता है कि इसका उत्तर हैं, हाँ, हाँ और हाँ।

 

दूसरा, ये आपने एक और भी बड़ा मुद्दा उठाया है जो आज का विषय नहीं है लेकिन उससे पहले मैं बता दूँ कि हम कानून वैद्यता की बात नहीं कर रहे हैं हम उपयुक्तता की बात कर रहे हैं। सपोज कंपनी से मेरा विदेश से कोई प्रॉब्लम नहीं हैं, कोई नहीं कह रहा है कि आप विदेशी कंपनी से मत लीजिए पैसा, लेकिन उपयुक्तता ये है कि आपके पास अधिकार क्षेत्र होता है कि अगर पाकिस्तान आपको ऐसे पैसे देने लगे, क्यों देने लगेगा, कोई और घुसपैठिया देने लगेगा, आप लेने लगेंगे क्या। वैद्यता और उपयुक्तता दो अलग-अलग चीजे हैं may be legal, but, nobody obliged to accept the money under your nose, there are hundreds of incursions in the last 6 years. So, are you blind?

मन की बात में प्रधानमंत्री जी द्वारा दिए गए बयान से संबंधित एक अन्य प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि मन की बात सत्य की बात भी तो होनी चाहिए न। हम बात करते हैं नॉर्थ पोल की वो जवाब देते हैं साउथ पोल की। मेरे तीन या चार प्रश्न वहीं हैं, इनका जवाब बता दीजिए कहाँ है मन की बात में मैं चुप हो जाऊँगा। चीन का नाम लिया, वो कितना अंदर आए थे, कितना आपने धकेल दिया, बताया, कितना कब्जा कर बैठे हैं ये बताया, और आज के बाद ये क्यों लिया आपने डोनेशन उसका बताएंगे आपको लगता है-नहीं। कल राजीव गांधी फाउंडेशन, इंदिरा गांधी फाउंडेशन। तो मन की बात आप जो बोल रहे हो, सो उत्तर क्या है मेरे इन चारों प्रश्नों का कोई लाइन मैंने तो सुना नहीं है। अगर कहीं लाइन में आपको उत्तर मिल जाए तो देश संतुष्ट है। ये चार वाक्य तो बताइए, आज मेरे को ध्यान में नहीं आया, मन की बात में ये चार वाक्य बोलना तो सबसे आसान था, मन की बात में। उनको तो बोलना चाहिए था, पूरा देश खड़ा हो जाता उनके साथ।

 

पूर्व प्रधानमंत्री नरसिम्हा राव से संबंधित एक अन्य प्रश्न पर डॉ. सिंघवी ने कहा कि ये बहुत पुरानी कहानी हो गई है। एक मजाक हो गई है कि इसके ऊपर कोई ध्यान देता नहीं है, कोई मानता नहीं है लेकिन बीजेपी को बड़ा अच्छा लगता है इस पर चर्चा करना। सरदार पटेल से शुरु करते हैं, कभी गांधी पर जाते हैं, कभी सरदार पटेल पर जाते हैं, कभी बोस पर जाते हैं और कभी नरसिम्हा राव पर जाते हैं। अब प्रॉब्लम ये है कि अंदर पेट में दर्द तो नहीं होगा, पेट में दर्द तो इसलिए नहीं होगा क्योंकि ये जितने भी लीडर हैं, हमारी पार्टी के लीडर हैं। तो दर्द तो बहुत है कि हमारे तो खुद का कोई इतिहास में कोई लीडर नहीं हैं। मैंने आपको श्रंखला बताई  है नरसिम्हा राव तक।

 

दूसरा, नरसिम्हा राव बीजेपी के प्रधानमंत्री नहीं थे, हर वर्ष हम उनको याद करते हैं आज भी किया है, श्रद्धांजलि भी दी है। अगर तेलंगाना की प्रदेश सरकार अपने प्रदेश कारण से करती है तो इसका मतलब है कि ये कांग्रेस का रास्ता रोक लेगी। ये तो एक झूठा इक्वेशन बनाया जाता है कि हमने सुभाष चन्द्र बोस का तिरस्कार कर दिया, सरदार पटेल का कर दिया। अरे भाई, अगर मूर्ति बनाने में सरदार पटेल की प्रशंसा होगी, ऐसे आदमी की उनके आदर्शों को भूलकर हमने प्रधानमंत्री बनाया, हमारे प्रधानमंत्री की गौरवशाली व्यक्तित्व की कितनी बार हमने बोला है कि कितनी उपलब्धियाँ थीं, मैं वापस बोल रहा हूँ, हर साल बोलता हूँ, अब आप चाहते हैं कि मैं बिल्ला पहनकर, बोर्ड लगाकर चलें, नहीं तो बीजेपी सैटिस्फाइड नहीं होगी।

 

एक अन्य प्रश्न पर कि प्रधानमंत्री जी ने आज मन की बात में ये कहा कि कोल माइनिंग के प्राइवेटाइजेशन पर ये कहा कि इससे देश को बहुत फायदा हुआ है, लाभ हुआ है, उनका इशारा इस सेक्टर के सीधे-सीधे प्राइवेटाइजेशन को और बढ़ावा देने जा रहा है, इस पर पार्टी का क्या टेक है, डॉ. सिंघवी ने कहा कि कोविड के दौरान जब कीमतें इतनी गिरी हुई हैं, प्राइवेटाइजेशन ऑक्शन करना अपने आप में आपको उचित और लॉजिकल लगता है कॉमन सेंस के आधार पर? आप अर्थशास्त्री नहीं भी हैं,  अगर बच्चे भी हैं, तो आपको लगता है कि ये सबसे अच्छी कीमत कोयले की निकालने का ये समय है, एक।

 

दूसरा आप ये पूरा भूल ही गए कि दो क्षेत्र होते हैं हमारे देश के। तो जैसे कोई एग्जिस्ट ही नहीं करता। एक होता है ट्राईबल, एक होता है पर्यावरण। मान लीजिए कि कोल माईनिंग एक्सप्लोइट करके चली गई, मान लीजिए देश को फायदा होना चाहिए, मान लीजिए प्राइवेट ऑक्शन होता है, तो क्या आप कोल माइनिंग कर सकते हैं ट्राईबल एरिया में जाकर कैसे होती है? क्या आप कोल माइनिंग का ऑक्शन दे सकते हैं पर्यावरण के किसी क्षेत्र को? वो आपने रैड फ्लैग्स, वो सीमाएं, वो इनबिल्ट सेफ गार्ड कहाँ बताएं हैं।

 

तीसरा, मैं खुद आपसे शेयर कर लूँ कि झारखंड में इसके ऊपर एक सीधी याचिका उच्चतम न्यायालय को दी है। मैं एक उदाहरण दे रहा हूँ औऱ प्रदेश भी होंगे, इन सबके वहाँ पर ट्राईबल्स भी बहुत हैं, अनुसूचित जाति, और पर्यावरण, जंगल, प्रोटैक्टेड एरिया, सुरक्षित एरिया, आरक्षित एरिया, बहुत सारे, छत्तीसगढ़ एक है और भी हैं प्रदेश। अब अगर ये स्थिति है तो आप ये बताइए कि आपने घोषणा तो कर दी, इसका मतलब तो ये हो गया कि कोई भी प्राइवेट वाला कहीं भी जाकर अपना हक मांग सकता है, इसके लिए भी जल्दबाजी न करके पूरा प्लान बनाना जरूरी था। उस प्लान के बिना बुल इन ए चाइना शॉप वाली प्रवृत्ति तो नहीं हो सकती न आपकी। कि आपने बस घोषणा कर दी वही I, Me, Myself, हम सुनेंगे नहीं किसी की, पर्यावरण भी डैम, आरक्षित एरिया भी डैम, अनुसूचित जातियों की जिम्मेवारी। तो ये मैंने आपको तीन उदाहरण दिए हैं कि नीति की जो इतनी बढ़ाई कर रहे हैं माननीय प्रधानमंत्री जी, इसका दुष्प्रभाव सोचिए कितना बड़ा हो सकता है, कितना व्यापक!

 

On another question that section of Media is also suppressing the facts and misleading the public, what do you want to say about this, Dr. Singhvi said- हमसे ज्यादा तो पिछले 4-5 साल से इस पर कोई कर ही नहीं रहा है। हमने इजाद किया गोदी मीडिया का फ्रेज, हमने आपको संबोधित किया, मैंने आज वापस किया गोदी मीडिया फ्रेज से संबोधित आपको, आप लोग सब नाम जानते हैं, आप लोग वर्ग जानते हैं, मैं आपसे वापस पूछूँ आप लोग क्या कर रहे हैं? नेम एंड शेम करिए और शेम सिर्फ आप कर सकते हैं हम नहीं कर सकते और उनकी किसी की आइडेंटिटी किसी से छिपी नहीं है, जब संस्थाएं फेल करती हैं तो आप लोग जो पियर्स इसको कहा जाता है, सब पियर्स हैं, एक व्यक्ति की बात नहीं कर रहा हूँ, सब संस्थाओं की बात कर रहा हूँ, सब पियर्स हैं, सबसे बड़े पियर्स होते हैं, मीडियम लेवल उससे नीचे वाले जर्नलिस्ट्स, मालिक नहीं। आप लोगों को उठाना चाहिए ये बात हमने तो कभी स्पष्टता इस पर कम की ही नहीं, हमसे ज्यादा तो निर्भीक तरीके से स्पष्ट तरीके से किसी ने बोला ही नहीं ये बात और मैं नहीं समझता कि उनको आप पत्रकार या पत्रकारिता का दर्जा दे सकते हैं। 

 

On another question related to Sharad Pawar’s statement, Dr. Singhvi said- Let me tell you, there is no contradiction, paradox or disharmony between Sharad Pawar Ji’s statement and our stand. First of all, let us be clear, this is a completely wrong comparison between apples and oranges. It is our case that there should be no politicisation of national security. Please tell me that if I am asking about national security and you are talking about Rajiv Gandhi Foundation, then is it politicisation by me or by you? I am asking you a direct question on national security, you are saying Rajiv Gandhi Foundation and then on top of that to add insult to injury that you are saying that I am doing politicisation. On the contrary it is my case that please forget politics, please ignore Rajiv Gandhi Foundation, please not get drawn into things, tell us institutional answers and we stand with you. So, let it be out of everybody’s mind that there is any contradiction between Sharad Pawar Ji and our stand.
