डॉ. अभिषेक मनु सिंघवी ने पत्रकारों को संबोधित करते हुए कहा कि मैंने आपको मुख्य रुप से कांग्रेस पार्टी की तरफ से ये बताने के लिए तकलीफ दी है कि रेलवे निजीकरण का ऐसा काम ऐसे समय पर करके मोदी सरकार भारत की सबसे बड़ी संस्थान का निजीकरण कर भारत की जनता की एक बहुमूल्य धरोहर को ना सिर्फ़ कौड़ियों के मोल बाँट रही है इस समय और इस वातावरण में देश के लिए यह कदम एक बड़ी हार और बर्बादी का मामला होगा। इस समय इस प्रकार से इस वातावरण में किया गया निजीकरण भारत के हर हित के विरुद्ध है, प्राइवेट एंटरप्राइज को फायदा पहुंचाता है और बिलकुल गलत है और घोर अन्याय है।

 

पहले मैं आपको याद दिला दूं कि हम किस स्केल की बात कर रहे हैं, ये हम छोटी-मोटी बात हम नहीं कर रहे हैं। यह रेलवे विश्व का, एशिया का सबसे बड़ा दूसरे नंबर पर रोजगार देने वाला सिंगल मैनेजेमेन्ट का लार्जेस्ट नेटवर्क है यह रेलवेज। लगभग ढाई करोड़ लोगों को प्रतिदिन ये आवागमन करवाता है। 7.2 से 7.5 बिलियन पैसेंजर्स तो साढ़े 7 हजार करोड़ पैसेंजर्स वार्षिक है। एक ऑस्ट्रेलिया की आबादी दिन-प्रतिदिन स्थानांतरण करती है भारतीय रेलवे में और डेढ़ करोड़ लोग उसकी लगभग रोजगार पर नुमाईंदे हैं, मुलाजिम हैं। विश्व में आप कोई भी एक्टिविटी लें, सिर्फ रेलवे की बात नहीं, विश्व में रोजगार देने वाली कोई भी एक्टिविटी ले, उसमें भारतीय रेलवे सातवें नंबर पर रोजगार देती है। ये है इसका सौजन्य, ये है इसका सौष्ठव, ये है इसकी जगह, ये है इसकी व्यापकता, ये है इसकी एक दूरगामी रिच (reach) । अब इस संदर्भ में हमें बड़ा अचरच लगता है, अजीब लगता है, विस्मय होता है, समझ नहीं आता है कि किस प्रकार की राजनीतिक जिद्द चल रही है। मैं तीन-चार संक्षिप्त प्रश्न पूछ कर आपको अपनी बात अंडरलाइन करना चाहता हूं।

 

नंबर एक, आपने माननीय मंत्री महोदय 17 मार्च को संसद में बड़ा स्पष्ट कहा था। इस विषय में दो दिन उसमें बहस हुई थी कि आप निजीकरण नहीं करेंगे। हम ये भी जानते हैं कि आप इसे निजीकरण नहीं बोलते। आप कहते हैं ये तो रेलवे का निजीकरण नहीं है, प्राइवेटाइजेशन कुछ लाइन्स का है। इन शब्दों के जाल में कृपा देश को मूर्ख मत बनाईए। क्या आप कॉमन सेंस, आम दिमाग लगाने वाली शक्ति के आधार पर कह सकते हैं कि काम करने का, कोरोना वायरस के इतनी भंयकर त्रास्दी के दौरान, संक्रमण के दौरान ये सबसे अच्छा समय है ये काम करने का ? क्या देश को रेलवे की एक लाइन भी प्राइवेटाइज करने से सबसे ज्यादा फायदा इस समय होगा?

 

निजीकरण का मतलब क्या होता है कि देश के हित में सबसे ज्यादा आप उसके सौजन्य का एक्सप्लोइटेशन निकालें, जिससे देश को तुरंत फायदा हो। क्या इस वक्त बिड्स, मांगे, दावे, रुपए, पैमेंट न्यूनतम भी होंगे ? मध्यम भी छोड़िए, सबसे ऊपर होंगे? तो ऐसे वातावरण में जब आपकी फ्रेट इसी 17 मार्च की डिबेट में नोट किया गया, 4 प्रतिशत से 1 प्रतिशत हो गया। जब आपकी गिरावट हो रही है रिवेन्यू में, ऊपर से आकर बैठा है कोरोना वायरस। आप इस वक्त इतने बडे डेफिसिट पर उस डिबेट में कहा गया है कि 25 हजार करोड़ औसतन, 25 हजार करोड़ औसतन, करंट अकाउंट रिवेन्यू डेफिसिट है। कैपिटल और इनवेस्टमेंट की बात नहीं कर रहा , तो किस औचित्य से आप ये कर रहे हैं? क्या सस्ता फैंकना है, क्या उड़ाना है, क्या उपलब्धि सबसे अच्छी नहीं इस बीच की करनी है? न्यूनतम करनी है, आपका ये क्या इरादा है?

 

तीसरा, आपने इसी प्रकार की अजीबों-गरीब नीति देश भर में अपनाई। अभी आपने कोल माईनिंग के लिए ऐसा समय चुना कि ठीक कोरोना के बीच नोन कैपिटव  में भी कोल माईनिंग निजीकरण हो सकता है। इस वक्त किसमें दम है, आर्थिक स्तंभ है, मजबूती है, धनाढ्य है, शक्तिशाली है, जो अच्छी रेट दे सकता है? हमें इस विस्यमकारी का उत्तर किसी रुप से, परोक्ष रुप से नहीं बताया।

 

चौथा, क्या आप थोड़ा नहीं रुक सकते थे कि संसद में इसके बारे में बातचीत करके करते? संसद आप बुलाते नहीं हैं, संसद का वर्चुअल सैशन नहीं करते हैं? अधिकतर समितियों को वर्चुअली मिलने नहीं देते हैं, लेकिन इसके ऊपर संसद में कम से कम विचार-विमर्श तो कर लेते। हम तो कहते हैं कि कानून पास करवा लेते। लेकिन कानून पास करने का आपका इरादा नहीं है, कम से कम विचार-विमर्श के बाद एक रेजोल्यूशन तो करवा लेते। संसद के विषय में ये पतली गली से निकल कर भाग जाना संसद के विषय में, जवाबदेही अवोयड करना, इतने बड़े सैंकड़ो- करोड़ के इतने बड़े सौजन्य और शान भारत के विषय में आप किस नीति से, किस उद्देश्य से, किस औचित्य से कर रहे हैं, हमें समझ नहीं आ रहा है। ये जबरदस्त जल्दी क्यों है?

 

तीन स्टेक होल्डर्स होते हैं। एक होता है- यात्री, एक होता है- सामान भेजने वाला, वो भी बहुत बड़ी मात्रा है, तीसरा होता है- रोजगार, जो इनके मुलाजिम हैं। कोरोना के ठीक बीच बिना विचार-विमर्श किए, बिना संसदीय रेजोल्यूशन तीनों के पैर पर आप एकसाथ लात मार रहे हैं। क्या आपका अगला कदम रिट्रेचमेंट, छँटाई होगा? अलग-अलग नाम देकर, कभी लुकेछुपे, कभी परोक्ष रुप से ये नाम देकर, वो नाम देकर और उसी लाइन पर जो चलेगी। वो कैसे एक लाइन, वही लाइन नुकसान कर रही है, दूसरी लाइन जो चलाएगा प्राईवेट। फायदा कैसे करेगा, पैसा कहाँ से लाएगा, पैसा कैसे लगाएगा, जब उस लाइन में आपकी खुद की ट्रेन इतने नुकसान पर चल रही है। देश इन सब प्रश्नों की जवाबदेही मांगता है और जवाबदेही के सामने उसको चुप्पी मिल रही है।

 

Dr. Abhishek Manu Singhvi said – Friends, I am here to comment on a very sad and sorry and unspeakable indeed, some kind of mulish, mystery issue. Why the Government of India has decided to do this line privatisation for Indian Railways bang in the middle of Corona?

 

Before I tell you 3 or 4 issues very briefly, I must emphasise the scale of the issue. The Indian railways transports roughly 2.5 crores passengers per day, that is daily transportation of Australia’s population. It transports 7-1/2 thousand odd crores people a year. It has a massive cargo movement. It is the second largest single network in Asia. It is the world’s seventh largest employer on any activity, not railways, it is not the seventh largest railways, it is the world’s seventh largest employer after entities like the department of Defence of the US, Pentagon, etc, etc.

 

Now, with this scale, are you decimating and destroying value for India, for the nation, for India’s “Shaan, Baan, Aan” by minimizing value or it is your object to be at least mediumising, it is not maximizing. Does common sense tell everybody that the best time to get to the bids for individual lines also, is bang in the middle of corona? क्षमता कहाँ है? Where is the capacity? Where is the wherewithal, where is the spirit, where is the animal spirit to do investments like this at good prices.

 

So are you squandering state largesse and throwing away valuable Indian resources by picking a time of this kind, it is absolutely mind boggling why this time has been chosen?

 

Thirdly, you, the Minister in a two days discussion of the parliament on 17th March, clearly said that Privatisation will not be done, but, yes, some PPP Public Private Partnership may have. Now, we know this word jugglery. We know the semantic; we know this run with the hare and hunt with the hounds policy. You may not call it privatisation, but, on the same line, where your freight has fallen like 4 to 1 per cent, where you have a current account revenue deficit of Rs. 25 thousand crores till 17th March, it was on the floor of Parliament noted, where you have falling revenues on passengers and cargo fares, then how do you expect one man to run profitably on the private line and your own railways will keep on loosing money. What kind of economics, what kind of miracle, what kind of magic, what will you press to manage this?

 

Fourthly, why this mad rushing hurry? Could you not have waited to at least convene Parliament? I have said earlier and I am repeating, you should pass a parliamentary law. We could have had virtual Parliament. Many countries are having. You don’t even have virtual Parliamentary Committee meetings. If you cannot pass a law, at least you can pass a resolution of Parliament. If you don’t want to call it resolution at least you could had a discussion in Parliament. 

 

Four, such a situation of massive scale, world’s top employer, three major stake holders, common man, cargo, employment on a massive scale, 1.5 crore employees, a discussion is not warranted in Parliament bang in the middle of Covid? What is this mysterious mad hurry, what is the reason behind it? Is it to squander and give away, throw away and this, I say it with seriousness. Retrenchment next on the cards, again camouflaged retrenchment with tactical names, redefinition, semantics, but, retrenchment nevertheless.

 

Friends, these are vital questions because they affect three common sectors, the common passenger, the huge cargo, which are the oils of the economy of India and absolutely no less important, the vitality of Rozgar and Employment, as a 1.4 crores personnel employer, especially in this distress time of unemployment. 

 

एक प्रश्न पर कि ईडी की तरफ से लगातार आपकी पार्टी के वरिष्ठ नेता श्री अहमद पटेल से पूछताछ की जा रही है, कांग्रेस पार्टी का इस पर क्या स्टेंड है? डॉ. सिंघवी ने कहा कि इसमें कोई दो राय नहीं, संदेह नहीं, कोई शक, शुबा नहीं कि आप बौखलाहट, फ़्रस्ट्रेशन और प्रतिशोध की राजनीति का सीधा संबंध देख रहे हैं प्रधानमंत्री और गृहमंत्री का, कांग्रेस और अहमद पटेल जी की तरफ जा रहा है। इसकी दिशा और गति बड़ी स्पष्ट है। आज तक गुजरात की मुँह की खाने को डायजेस्ट नहीं कर पाए हैं। बार-बार जो प्रयत्न येन केन प्रकारेण किया जाता है, दुष्प्रभाव करने का, डराने का, धमकाने का, उससे ना कांग्रेस और ना अहमद पटेल जी किसी रुप से दुष्प्रभावित हुए हैं। हम खड़े होकर, वो खुद हर मुद्दे पर खडे होकर पुरजोर तरीके से विरोध करते हैं, करते रहेंगे, करते जा रहे हैं। हम ये सब जानते हैं कि उस परिवार से इनका संबंध एक मिलीमीटर का नहीं रहा है। लेकिन यंत्र, तंत्र का दुरुपयोग करने में माहिर ये सरकार, कभी रोजगार से, कभी चीन से, कभी कोरोना की मिसहैंडलिंग से, कभी और इस प्रकार के अन्यथा कारणों से ये डॉयवर्जन और डायग्रेशन की मास्टर हो गई है, उसका उदाहरण आप देख रहे हैं। ये बड़ा साफ झलक रहा है और ये प्रश्न अब सार्वजनिक हो गया है। लेकिन फिर भी क्योंकि जब डरने को, कुछ छुपाने को नहीं है, तो हर चीज बताई जा रही है, मीटिंग हो रही हैं।

 

On a question related to enquiry against Congress party leader Shri Ahmed Patel by ED, Dr. Singhvi said- Frustration and political vendetta is writ large. It is traceable direct link from the Prime Minister and the Home Minister and the Gujarat connection to the Congress and Mr. Ahmed Patel. It is clear that a slap in the face of illegal, reprehensible, manipulative activities in Gujarat elections has not yet been digested by BJP national and Gujarat leadership. They have not been able to digest that they are not into browbeat the Congress and Ahmed Patel or other functionaries to silence them, to cow them down. They are steadfastly speaking upon each issue. No connection remotely has been found or reflected in the allegations to that family and Mr. Patel.

 

 

But, yes, the tools and instruments of operation available with every Government, are being blatantly misused to harass, but, more importantly to digress and divert, which is the two major Ds on the mind of the Government since they have no answer to pressing issues like China, to Corona mismanagement, to the pitiable condition of the economy, to unemployment to these kind of silly so called privatisation moves like railways and non captive coal mining, so, how do you manage such contradictions, only by such petty diversionary tactics.

 

On another question with regard to the eviction notice served on Smt. Priyanka Gandhi Vadra by the Government, Do the apprehend the same to party leader Shri Rahul Gandhi, Dr. Singhvi said- We are not here to guess, speculate, anticipate on this petty Government and my colleague has spoken yesterday on this. I want to give you a small, little, slight angle also which I hope you learnt at the new answer, very interesting and important and though it is noted and it is missed out that the classification of threat perception of neither Smt. Priyanka Gandhi nor for that matter Shri Rahul Gandhi has been changed, what is the threat perception? My threat perception is you ‘Z’ category otherwise you can’t be a ‘Z’ category protectee, so, you are a ‘Z’ category protectee. Smt. Priyanka Gandhi Vadra is also has this category. She was then and she is now, that means in the perception of threat to a person she remains ‘Z’, so does Shri Rahul Gandhi, so does Smt. Sonia Gandhi.

 

Now, without changing the threat perception, this is vital, you have simply by law changed away and taken away and reclassified them as a non SPG protectee. Threat perception has not changed, protection agency has changed merely by stroke of the pen. Now, changing that makes you loose the accommodative ambiance within which threat perception works. So, merely by changing the classification that you continue to be ‘Z’, but, not SPG protectee to lose your house. This is the trick which has to be understood. They are not saying that the threat perception is less, so is that not a travesty, is that not a serious manipulated bungle and I am giving some context in two minutes.

 

Remember, this is the Government which was squarely blamed, not this Government, but, I mean the the predecessor non-Cong Government, was squarely blamed by the JS Verma Committee, who was Chief Justice of India squarely saying that Shri Rajiv Gandhi’s security was wrongly withdrawn and ultimately you know the consequences, the disastrous, terrible, sad consequences. What can be more petty than this? In your public press domain it is being spread as if she has got this free. Even when she was an SPG protectee then our established Government guidelines, if I am a SPG protectee, I may not get it free. I have to pay a notified fixed rate rental which is the same for all such protectees. I have to pay a fixed rent, electricity, water etc. that all have been paid and need I remind you that Dr. Manmohan Singh was also, Smt. Sonia Gandhi was also, Deve Gowda was also, their threat perception remains the same. Only thing is that the protecting agency has been changed from the SPG. So, this is the trickery, the treachery, the manipulative approach, which needs to be exposed.

 

एक अन्य प्रश्न पर कि सरकार द्वारा प्रियंका गांधी वाद्रा को लोधी एस्टेट वाला बंगला खाली कराने के लिए अगस्त तक नोटिस दिया गया है, इस पर कांग्रेस की क्या प्रतिक्रिया है? डॉ. सिंघवी ने कहा कि इसका एक बहुत महत्वपूर्ण पहलू है। मेरे सहयोगी ने दूसरे पक्षों में बोला था, आपके समक्ष मैं ये पहलू अंडर लाइन करना चाहता हूं। एक बड़ी दुखद, वैसे रोचक कहता हूं, लेकिन दुखद प्रसंग ये है कि इस मुद्दे पर आपके साथ मजाक किया जा रहा है देश के साथ, घुमाव हो रहा है, एक लुके-छुपे कन्फ्यूज किया जा रहा है। प्रियंका गांधी जी का केस लीजिए। आपको उस सिद्धांत पर सोनिया गांधी जी, राहुल गांधी जी, डॉ. मनमोहन सिंह जी, देवगौड़ा जी का लीजिए। उनका थ्रेट परसेप्शन अभी भी जेड कैटेगरी है। ये बहुत महत्वपूर्ण बात है, यानि सरकार द्वारा, उनके द्वारा नहीं, सरकार की एजेंसियां द्वारा, यंत्र-तंत्र द्वारा उनको खतरा जेड़ प्लस कैटेगरी का है। ना आज बदला है, ना कल बदला था, ना अभी भविष्य में बदल रहा है, अभी वैसा का वैसा है। तो इनको सुरक्षा चक्र जो एजेंसी इनको प्रदान करती है, वो बदली जा रही है, वो एसपीजी नहीं है। अगर आपका सुरक्षा चक्र जेड स्तर का है, इसका मतलब है कि आपके खतरे में कोई कमी नहीं है। अगर खतरे में कमी नहीं हुई है, आपके द्वारा, सरकार द्वारा, उन व्यक्तियों द्वारा नहीं, तो आप किस औचित्य से सिर्फ एजेंसी का नाम बदल कर आस-पास वो जो एक सुरक्षा चक्र के बाकी चीजें होती हैं, इस तरह से उनको हटा सकते हैं। आप एक सुरक्षा चक्र किसी रोड़ पर अकेले आदमी के साथ नहीं होता है, उसका एक संस्थापित संदर्भ होता है, जिसमें वो सुरक्षा चक्र ऑपरेट करता है। आपने ना थ्रेट परसेप्शन बदला, खतरे का डिग्री नहीं बदला, कम नहीं हुआ, सिर्फ उसका संदर्भ बदल दिया, तो ये है पूरे घपलेबाजी की नींव। मैं आपको याद दिला दूं कि जब राजीव गांधी जी के विषय में एक पूर्व मुख्य न्यायाधीश ने कहा था कि थ्रेट परसेप्शन होते हुए हटाया गया, तो उसका क्या डिजास्टर, दुष्प्रभाव हुआ था। ये पूरा देश जानता है और जब देश का प्रधानमंत्री या पूर्व प्रधानमंत्री, देश में उन्हें कुछ होता है, तो वो उस देश के लिए गर्व की बात नहीं होती है। ये इनका परिवार है, इस परिवार के अलावा उसमें पूर्व प्रधानमंत्री डॉ. मनमोहन सिंह जी भी हैं, पूर्व प्रधानमंत्री  एच.डी. देवगौड़ा भी हैं, किसी के थ्रेट परसेप्शन में एक लेश मात्र भी बदलाव नहीं हुआ है, तो ये ओछेपन और छोटेपन के अलावा क्या है, हमें समझ नहीं आता। मैं अंत करुंगा अपनी बात आपको याद दिलाकर कि ये भी जानबूझ कर एक मिथ्या प्रचार किया जा रहा है कि आपको एसपीजी दी गई, तो आपको मुफ्त दी गई है। अगर आपका जेड-प्लस होता है थ्रेट परसेप्शन और आप खुद प्रधानमंत्री नहीं हैं। अगर आपका एसपीजी है या नहीं है, तो जो भी मिलता है, सरकार उसके लिए दृढ, सुनिश्चित होती है, खर्चा देना पड़ता है, रेंटल देना पड़ता है। पूरा, हजारों- लाखों में, पानी का, बिजली का देना पड़ता है, ये सब सुनिश्चित है, कुछ मुफ्त नहीं है। तो मेरे को अभी तक ये ज्ञान नहीं मिला है, इस रहस्य का खुलासा नहीं हुआ है कि आपका थ्रेट परसेप्शन, सुरक्षा चक्र और खतरा वैसे का वैसा है, लेकिन आपको जो सुरक्षा देता है, उसका नाम बदलने से आपका सुरक्षा चक्र टूट गया।

 

On another question that there are reports that Smt. Priyanka Gandhi Vadra may actually permanently shift to Lucknow, Dr. Singhvi said- The core issue that I told you, as I just told you the machination of the Government with treachery and trickery that is the underline point. What steps she take, she has full rights to and she will take an appropriate steps, I can assure you, she is not going to succumb, obviously the powers in UP are unnerved at her persistence, at her fearless, crusading for political matters of common man. Everyday a relevant issue is being raised, that is the reason behind this kind of pettiness, but, if they think that a person like Smt. Priyanka Gandhi Vadra is going to be tattered in minutely, I think, they have misjudged the person completely and they have misjudged the Congress Party. 

 

एक अन्य प्रश्न पर कि इस तरह की कयासबाजी चल रही है कि प्रियंका गांधी वाद्रा जी लखनऊ शिफ्ट होंगी, क्या कहेंगे? डॉ. सिंघवी ने कहा कि आज का बिंदु बड़ा स्पष्ट है। वो इस सरकार की चालाकी, मैनिपुलेशन, पीछे से वार करने की आदत, झूठ बोलकर आपको गलत तथ्य देकर, क्या आप समझती हैं कि प्रियंका गांधी जी को अगर लखनऊ रहना है तो उसके लिए उनको जेड कैटेगरी के होते हुए एसपीजी हटाना आवश्यक है? क्या उनको कोई रोक सकता है, जाती रहती हैं, वहाँ हफ्ते में कई बार रहती हैं, उसका क्या संबंध है? सच्चाई ये है कि आज उनका उत्तर प्रदेश में सक्रिय राजनीतिक में जो जन संघर्ष चल रहा है; उससे वहाँ के योगी जी, वहाँ की बीजेपी, भारत के प्रधानमंत्री घबराए और बौखलाए हुए हैं। वहाँ पर हमारे लोकल अध्यक्ष से लेकर प्रियंका गांधी जी के बीच हर दबाव की राजनीति चल रही है। ये उसकी श्रृंखला में एक और द्योतक है और फोकस वही है कि आपने थ्रेट परसेप्शन, खतरे की लकीर एक मिलीमीटर बदली नहीं है, वो आपकी ही असेस्मेंट है, हमारी नहीं है और सिर्फ नाम बदल कर सुरक्षा चक्र हटाने का ये ढोंग किया, ये गलत है। जहाँ वो रहेंगी उनका अधिकार क्षेत्र है, उनको कोई रोक नहीं सकता है। जहाँ वो जाएंगी, कैसे रहेंगे, वो मुद्दा नहीं है? मुद्दा ये है कि इस सरकार की जो ओछापन है, छोटापन है, सबसे गिरी हुई उसको हम इंगित  कर रहे हैं।
