• 72 घंटे में केंद्र व प्रांतीय सरकार द्वारा जानबूझकर कुछ कार्यवाही नहीं होने से 20 से अधिक जिंदगियां जा चुकी हैं: कांग्रेस

कांग्रेस कार्यसमिति का प्रस्ताव- 26 फरवरी, 2020

दिल्ली में हो रही घोर हिंसा, जानमाल के नुकसान व हर रोज बिगड़ती स्थिति गंभीर चिंता व्यक्त करते हुए आज कांग्रेस कार्यसमिति की एक आपातकालीन बैठक हुई। 

पिछले इतवार से हो रहे लगातार दर्दनाक हादसों के पीछे एक सोचा समझा षडयंत्र है। इस साजिश को देश ने दिल्ली के चुनाव के दौरान भी देखा। भारतीय जनता पार्टी के अनेकों नेताओं ने भड़काऊ भाषण देकर डर तथा नफरत का माहौल फैलाया। एक ऐसा बयान, एक भाजपा नेता के द्वारा पिछले इतवार को भी दिया गया, जब उसने दिल्ली पुलिस को तीन दिन का अल्टीमेटम देते हुए कहा कि, ‘तीन दिन बीतने के बाद हमें कुछ नहीं कहना’। 

पिछले 72 घंटे में केंद्र व प्रांतीय सरकार द्वारा जानबूझकर कुछ कार्यवाही न करने के कारण 20 से अधिक जिंदगियां जा चुकी हैं, दिल्ली पुलिस के एक हेड कॉन्स्टेबल की जान गई है व एक पत्रकार सहित सैकड़ों अस्पताल में गंभीर चोटों के साथ भर्ती हैं। उत्तर पूर्वी दिल्ली में चारों ओर हिंसा का तांडव फैला है। कांग्रेस कार्यसमिति सब परिवारों के साथ अपनी गहरी संवेदना व्यक्त करती है, जिन्होंने परिवार के सदस्यों को खोया है व सब घायलों के बेहतर स्वास्थ्य की कामना करती है।

पूरी स्थिति को देखते हुए कांग्रेस कार्यसमिति का मानना है कि दिल्ली में मौजूदा स्थिति के लिए केंद्र सरकार, खासतौर से गृहमंत्री जिम्मेदार हैं। फौरन तौर से जिम्मेदारी लेते हुए गृहमंत्री को अपना इस्तीफा देना चाहिए। दिल्ली के मुख्यमंत्री व दिल्ली सरकार भी शांति और सद्भाव बनाए रखने में पूरी तरह से विफल होने के जिम्मेदार हैं। दोनों सरकारों की जिम्मेदारी निभाने में विफलता के कारण देश की राजधानी इस त्रासदी का शिकार बनी है। 

कांग्रेस कार्यसमिति देश की ओर से सवाल पूछती हैः-

1. पिछले इतवार से देश के गृहमंत्री कहां थे और वो क्या कर रहे थे?

2. पिछले इतवार से दिल्ली के मुख्यमंत्री कहां थे और क्या कर रहे थे?

3. दिल्ली चुनाव के बाद इंटैलिजेंस एजेंसीज़ के द्वारा क्या जानकारी दी गई और उन पर क्या कार्यवाही हुई?

4. इतवार की रात से कितनी पुलिस फोर्स दंगों वाले इलाके में लगाई गई, जब यह साफ था कि दंगे और फैल रहे हैं?

5. जब दिल्ली में हालात बेकाबू हो गए थे व पुलिस का कंट्रोल नहीं बचा था, तो ऐसे में और central paramilitary forces क्यों नहीं बुलाई गई?

कांग्रेस कार्यसमिति का मानना है कि यह स्थिति काफी गंभीर है और इस पर तत्काल संज्ञान लिए जाने की जरूरत है। स्थिति को नियंत्रण में लाने के लिए तत्काल अतिरिक्त सुरक्षा बल को लगाया जाना चाहिए। हर मोहल्ले में शांति समितियां बनाई जानी चाहिए, जिनमें हर समुदाय के सदस्य हों, ताकि इस तरह की अनपेक्षित घटनाएं आगे न हों। प्रशासनिक व्यवस्था सम्हालने के लिए हर जिले में वरिष्ठ सिविल सेवक तैनात किए जाने चाहिए, ताकि बिगड़ती हुई स्थिति के प्रति प्रशासनिक व्यवस्था तत्काल सक्रिय हो सके। दिल्ली के मुख्यमंत्री को प्रभावित क्षेत्रों का दौरा करना चाहिए और लोगों के निरंतर संपर्क में रहना चाहिए

कांग्रेस कार्यसमिति दिल्ली के नागरिकों से आग्रह करती है कि वो नफरत की राजनीति को खारिज कर दें और इन और इन दुर्भाग्यपूर्ण हिंसा की घटनाओं के कारण समाज में आई दरारों को फिर से पाटने का भरपूर प्रयास करें। हमें यह प्रयास करना होगा कि खोया हुआ सौहार्द्र पुनः स्थापित हो, ताकि इस तरह की घटना भविष्य में न हो पाए।

कांग्रेस कार्यसमिति, दिल्ली व देश के सभी कार्यकर्ताओं व नेताओं से अपील करती है कि वो दंगाग्रस्त इलाकों में जाकर हिंसा से आहत हर परिवार का ढाढस भी बंधाएं तथा उचित मदद भी करें। यह भी सुनिश्चित करें कि हिंसा की किसी घटना की पुनरावृत्ति सामाजिक समरसता को न तोड़ पाए। यही भारत माता असली जय होगी।

CWC RESOLUTION – 26th February, 2020

Gravely concerned over the unprecedented continuing violence and loss of lives in Delhi, the CWC met today to deliberate upon the deteriorating situation in the national capital Delhi.

The Tragic events since last Sunday have a history, design and pattern. It was evident even during the Delhi elections. Several leaders of the BJP made inflammatory statements clearly intended to create an atmosphere of fear and hate. The last of these statements was made on Sunday, when a BJP leader gave an ultimatum of three days to the Delhi police and warned that “after three days don’t tell us anything.”

The deliberate inaction of the Central & State governments in the last 72 hours has resulted in 20 lives being been lost so far, including a head constable, and hundreds are in hospital, many with gunshot injuries including a journalist. Violence continues unabated on the streets of North East Delhi. The CWC expresses its deep regret and offers its sincere condolences to the families of those who have lost their lives and earnestly wishes that the injured persons will recover swiftly and be restored to good health.

After reviewing the situation, the CWC is of the firm opinion that what has happened in Delhi is a colossal failure of duty for which the entire responsibility must be borne by the Central Government and particularly the Home Minister and calls upon the Home Minister to tender his resignation immediately. The Chief Minister and the Delhi Government are equally responsible for not activating the administration to reach out to the people to maintain peace and harmony.  It is the collective failure of the two governments that has resulted in a great tragedy in the capital city which threatens to become worse by the day.

The CWC demands answers to the following questions:

1-    Where was the Home Minister and what was he doing since last Sunday?

2-    Where was the Chief Minister of Delhi and what was he doing since last Sunday?

3-    What were the reports given by the intelligence agencies in the days immediately after the conclusion of the Delhi elections and leading upto today?

4-    What was the strength of the police force deployed on the night of Sunday when there were clear indications that violence will break out?

5-    Why were additional security forces not called immediately when it was clear that the situation was beyond the control of the Delhi police?

The CWC believes that the situation is grave and requires urgent action. Adequate security forces must be deployed immediately to bring the situation under control. Peace committees must be formed in every mohalla consisting of members of all communities to ensure that there are no untoward incidents. Senior civil servants must be deployed in each district to take charge of the administration to ensure that the administrative machinery responds to the evolving situation. The Chief Minister of Delhi must be visible in the affected areas and in constant communication with the people.

The CWC appeals to the people of Delhi to reject the politics of hate and do their best in healing the rifts caused by these shameful events, to help rebuild all that has been lost and to ensure that such events do not take place ever again.

The CWC calls upon all Congress workers and leaders to visit the affected areas, to extend all possible support to the families of those who have suffered as a consequence of the violence and to help build bridges between communities. This would be the most fitting tribute to Mother India.
