कार्यक्रम में बोलते हुए अमीक जामई ने कहा कि सी.ए.बी. संविधान विरोधी है। उन्होंने यह भी कहा कि लोगों को वर्तमान सरकार के संवैधानिक विरोधी कदमों का खुलकर विरोध करना चाहिए। जामई ने कहा कि सीएबी और एनआरसी के बारे में जागरूकता पैदा करना जरूरी है। लोगों को पता होना चाहिए कि ये दोनों प्रावधान भारत की छवि को धूमिल करेंगे।

लखनऊ 8 दिसंबर: कैफ़ी आज़मी अकादमी, लखनऊ में नागरिकता संशोधन विधेयक, 2019 (CAB) और राष्ट्रीय नागरिक रजिस्टर (NRC) पर एक परामर्श बैठक आयोजित की गई। इस बैठक में नागरिकता संशोधन विधेयक और NRC से संबंधित व्यापक मुद्दों पर विस्तार से चर्चा की गई। कार्यक्रम में बोलते हुए अमीक जामई ने कहा कि सी.ए.बी. संविधान विरोधी है। उन्होंने यह भी कहा कि लोगों को वर्तमान सरकार के संवैधानिक विरोधी कदमों का खुलकर विरोध करना चाहिए। जामई ने कहा कि सीएबी और एनआरसी के बारे में जागरूकता पैदा करना जरूरी है। लोगों को पता होना चाहिए कि ये दोनों प्रावधान भारत की छवि को धूमिल करेंगे।

 

 असली मुद्दों से लोगों का ध्यान हटाने के लिए सरकार यह सब कर रही है। यह सरकार हमेशा सांप्रदायिक विभाजन पैदा करती है। हम चाहते हैं कि लोगों को शरण के साथ-साथ नागरिकता भी मिलनी चाहिए, अगर वे धार्मिक आधार पर अपने ही देशों में सताए जाते हैं, लेकिन धर्म ऐसे लाभों को तय करने का मापदंड नहीं हो सकता।

 

मौलाना खालिद रशीद फिरंगी महली ने कहा कि हमें बिल का विरोध करने के लिए सभी विपक्षी दलों से बात करनी चाहिए। हम चाहते कि वे बिल का विरोध करें। राष्ट्रीय स्तर पर एनआरसी को लागू करना संभव नहीं है। हमें भारत के संविधान और अंतर्राष्ट्रीय कानूनों का पालन करना चाहिए।

 

प्रो. अली खान महमूदाबाद ने कहा कि CAB न केवल अवैध है बल्कि यह अनैतिक है। सीएबी संविधान की हत्या और 'भारत के विचार' की हत्या है। यह हिंदुओं के लिए भी चिंता का कारण होना चाहिए! उन देशों की स्थिति को देखना होगा जो धर्म के आधार पर बनाए गए थे।

 

आज भाजपा मुसलमानों को बदनाम कर रही है कल वे हिंदुओं को बताएंगे कि वे सही तरह के हिंदू नहीं हैं। प्रो.रूप रेखा वर्मा ने कहा कि इस बिल के माध्यम से हर किसी पर हमला हो रहा है। हम इस बिल के खिलाफ आखिर तक लड़ेंगे। उन्होंने नागरिकता संशोधन विधेयक का विरोध किया। यह केवल मुसलमानों के बारे में नहीं है बल्कि हमारे संवैधानिक मूल्य खतरे में हैं।

 

श्री अब्दुल हफीज गांधी ने बैठक में बोलते हुए कहा कि भारत में धर्म कभी भी नागरिकता का आधार नहीं रहा है। सरकार का प्रयास नागरिकता को धर्म-केंद्रित बनाने का है। धर्मनिरपेक्षता संविधान की मूल संरचना है। इस देश की धर्मनिरपेक्ष परंपराओं के उल्लंघन में कोई कानून बनाकर इस संरचना का उल्लंघन नहीं किया जाना चाहिए। उन्होंने आगे कहा कि सीएबी और एनआरसी एक ही सिक्के के दो पहलू हैं। दोनों का हमारे देश की आत्मा को बचाने के लिए विरोध किया जाना चाहिए।

 

प्रो। रमेश दीक्षित ने कहा कि धर्मनिरपेक्षता संविधान की मूल संरचना है। सीएबी संविधान के इस दर्शन का उल्लंघन करता है। यह विधेयक संविधान के अनुच्छेद 14 का भी उल्लंघन करता है।

 

 डॉ। पवन राव अंबेडकर ने सीएबी पर बोलते हुए कहा कि बाबासाहेब भीमराव अंबेडकर ने कभी भी इस स्थिति की कल्पना नहीं की, जहां सरकार भारतीय संविधान के बहुलतावादी मूल्यों के खिलाफ काम करेगी। उन्होंने कहा कि लोगों को सीएबी और एनआरसी का बहिष्कार करने के लिए खुलकर सामने आना चाहिए। उन्होंने आगे कहा कि यह केवल मुसलमानों से संबंधित नहीं है बल्कि यह सवाल है कि हम अपने नागरिकों के साथ कैसा व्यवहार करते हैं। सभी नागरिकों को अपनी नागरिकता साबित करने के लिए कतार में नहीं लगाया जा सकता है। नागरिकता साबित करने का बोझ लोगों पर नहीं होना चाहिए, बल्कि सरकार को यह देखना चाहिए कि कौन अवैध प्रवासी है। लेकिन पूरे भारत को अपनी नागरिकता साबित करने के लिए अपने दस्तावेजों के साथ कतार में खड़े होने के लिए पूछना अतार्किक है।

 

श्री ओवैस सुल्तान खान ने बोलते हुए कहा कि NRC पूरी तरह से एक निरर्थक प्रयास है जैसा कि असम के मामले में साबित हुआ। जब यह सत्तारूढ़ पार्टी के अनुरूप नहीं था, तो उसने घोषणा की कि वे एनआरसी को स्वीकार नहीं करेंगे। पूरे अभ्यास पर बहुत पैसा खर्च किया गया। लेकिन परिणाम शून्य है। उन्होंने आगे कहा कि CAB को अधिनियमित करने का प्रयास भेदभाव को संस्थागत बनाने और नागरिकता से प्राप्त किसी भी अधिकार से सबसे बढे अल्पसंख्यक को निष्क्रिय और रहित बनाने के लिए है। उन्होंने कहा कि सीएबी का विचार संविधान के मूल सिद्धांतों के खिलाफ है। सबके लिए यह देश है। यहां हर सताया हुए का स्वागत है।

 

 मानवाधिकार कार्यकर्ता श्री खालिद चौधरी ने कहा कि वह सीएबी का विरोध करते हैं। यह संविधान की धर्मनिरपेक्षता की भावना के खिलाफ है। सीएबी और एनआरसी न केवल अल्पसंख्यकों को प्रभावित करेगा, बल्कि यह देश भर के दलितों, आदिवासियों, वन, झुग्गी-झोपड़ी, प्रवासी और महिलाओं जैसे सभी हाशिए के समुदायों को भी प्रभावित करेगा।

 

सुश्री सुमाय्या राणा ने कहा कि वह बिल के पूरी तरह से खिलाफ हैं। इन फैसलों को वापस लेना चाहिए।

 

एएमयू छात्र संघ के पूर्व अध्यक्ष डॉ. मशकूर अहमद उस्मानी ने कहा कि सीएबी पूरी तरह से असंवैधानिक है। यह संविधान की मूल संरचना का उल्लंघन करता है। यह संविधान के अनुच्छेद 14 और 21 का भी उल्लंघन है जो सभी को यह अधिकार देता है कि किसी को भी धर्म, आयु, लिंग आदि के आधार पर भेदभाव नहीं किया जाएगा। यह विधेयक पूरी तरह से सांप्रदायिक है, जो सीधे सबसे बड़े अल्पसंख्यक को लक्षित करता है। धर्म से राष्ट्रवाद को परिभाषित नहीं करना चाहिए। यह दो-राष्ट्र सिद्धांत जैसा कुछ है, जो राष्ट्र के धर्मनिरपेक्ष लोकाचार का उल्लंघन करता है।

 

श्री सुहैब अंसारी ने कहा कि इस बिल को किसी भी कीमत पर स्वीकार नहीं किया जाना चाहिए। यह देश सभी का है। विधेयक हमारे संवैधानिक मूल्यों पर हमला है। समानता हमारा मौलिक अधिकार है। धर्म के आधार पर भेदभाव असंवैधानिक है।

 Lucknow December 8:  A Consultative meeting on Citizenship Amendment Bill, 2019 (CAB) and National Register of Citizens (NRC) was organised in Kaifi Azmi Academy, Lucknow. In this meeting wide ranging issues related to Citizenship Amendment Bill and NRC were discussed in detail.

 

Speaking in the program Mr Ameeque Jamei said that CAB is on anti-constitutional and it should be totally be totally declared to be ultra virus to the Constitution. He also said that people should come out openly opposing the anti-constitutional steps of the present government. Mr. Jamei observed that creating awareness regarding CAB and NRC is must. People should know that these two provisions will tarnish India's image. Government is doing all this to divert people's attention from real issues. This government is always creating communal divides. We want that people should get asylum as well as citizenship, if they are persecuted in their own countries on religious grounds but religion cannot be the criteria to decide such benefits. 

 

Maulana Khalid Rasheed Firangi Mahali said that   

We must talk to all opposition parties to oppose the Bill. We don't want opposition to abstain but oppose and vote against the Bill. NRC is not possible to implement on national level. We must abide by Constitution of India and International laws. 

 

Prof. Ali Khan Mahmudabad observed that The The CAB is not only illegal but it’s immoral. The CAB is tantamount to the murder of the constitution and assassination of the idea of India. It should be a cause of concern to Hindus too! One only needs to see the state of countries that were created on basis of religion. Today the BJP is disenfranchising Muslims tomorrow they will tell Hindus that they are not the right kind of Hindus.

 

Prof. Roop Rekha Verma said that through this bill everybody is under attack. We will fight against this Bill to the end. She opposed the Citizenship Amendment Bill. This is not about Muslims only but our constitutional values are in danger. 

 

Mr Abdul Hafiz Gandhi Gandhi while speaking in the meeting said that religion has never been the basis for citizenship in India. Therefore, the government's effort to bring in CAB by totally excluding Muslims from its purview the government is trying to make citizenship religion- centric. Secularism is the basic structure of Constitution and it should not be violated by making any law in contravention to secular traditions of this country. He further said that CAB and NRC are two sides of the same coin. Both should be opposed to save the very soul of our country. 

 

Prof. Ramesh Dixit observed that Secularism is the basic structure of the Construction. CAB violates this philosophy of the Constitution. This bill also violates Article 14 of the Constitution.

 

Dr. Pawan Rao Ambedkar while speaking on CAB said that Babasaheb Bhimrao Ambedkar never visualised this situation, where the government will work against the pluralistic values of the Indian Constitution. He said that people should come out openly to boycott CAB and NRC. He further said that it is not only related to Muslims but this is the question of  how we deal with our citizens. All citizens cannot be made to prove their citizenship. The burden of proving citizenship should not be on people, rather government should see who is illegal migrant and deport him. But to ask whole India to stand in line with their documents to prove their citizenship is illogical. 

 

Mr. Ovais Sultan Khan while speaking said that NRC is totally a futile exercise as was proved in the case of Assam. When it did not suit ruling party it declared that they are not going to accept NRC. Lots of money was spent on the whole exercise but the net result is null.  He further observed that the attempt to enact CAB is to institutionalize discrimination and to make the largest minority stateless and devoid of any rights derived from citizenship. He said that the idea of CAB is against the fundamental tenets of the Constitution. Ours is a country for everybody. Every persecuted is welcome here, but to create religious condition for citizenship, the country is moving towards Hindu Rashtra. 

 

Mr Khalid Chaudhary, the human rights defender said that CAB is anti constititaional, it is against the spirit of secularism of constitution. CAB and NRC will not only affect the minorities it will also impact majorly all marginalised communities such as dalits, tribals, forest, slum dwellers, migrant and women across the country.

 

Ms. Summaya Rana said that she is totally against for the Bill. It is all to target the Muslims.Govt should take back these decisions.

 

Dr. Maskoor Ahmad Usmani, former president of AMU students Union said that CAB is totally unconstitutional. It violates the basic structure of the Constitution. It is also violative of Article 14 and 21 of the Constitution which give everyone the rights that no one would be discriminated on the basis of religion, age, sex etc. The bill is completely communal, which directly targets the largest minority. Religion should not define the nationhood. This is something like two-nation theory, which violates the secular ethos of the nation. 

 

Mr. Suhaib Ansari said that this bill should not be accepted at any cost. This country belongs to all. 

The Bill is the attack on our constitutional values. Equality is our fundamental right. Discrimination on the basis of religion is unconstitutional.
