राष्ट्रपति डॉनल्ड ट्रंप के दौरे को लेकर कांग्रेस ने चेताया

श्री आनंद शर्मा ने पत्रकारों को संबोधित करते हुए कहा कि आज महाशिवरात्रि का दिन है, आप सबको हमारी शुभकामनाएं। ये एक महत्वपूर्ण दिन पूरे देश के लिए है।

अमेरिका के राष्ट्रपति डॉनल्ड ट्रंप भारत की यात्रा पर आ रहे हैं। भारत और अमेरिका के सामरिक संबंध हैं, बड़ी महत्वपूर्ण साझेदारी है, स्ट्रैटेजिक पार्टनरशिप है। भारतीय राष्ट्रीय कांग्रेस इस पार्टनरशिप एवं भारत और अमेरिका के संबंधों के महत्व को समझती भी है और इसका समर्थन करती है, जो हमारे रिश्ते अमेरिका के साथ हैं। इसलिए अमेरिका के राष्ट्रपति की भारत की यात्रा दोनों देशों के लिए महत्वपूर्ण है, चाहे वो हमारा रक्षा के क्षेत्र में, आर्थिक क्षेत्र में, परमाणु ऊर्जा क्षेत्र में, अंतरिक्ष, कृषि और टेक्नोलॉजी के क्षेत्र में साझेदारी और सहयोग हो। हमारी ऐसी सोच है कि इस यात्रा के जो भी नतीजे हों, वो सकारात्मक होने चाहिएं, दिखने चाहिएं, तभी हम कह सकते हैं कि भारत के दृष्टिकोण से अमेरिका के राष्ट्रपति का ये एक कामयाब दौरा रहा।

अभी हाल में कुछ ऐसी घटनाएं हुई हैं, जिनकी परछाई दोनों देशों के संबंधों पर हैं। अमेरिका ने भारत के साथ ये महत्वपूर्ण पार्टनरशिप के होते हुए भी जीएसपी को खत्म कर दिया, जनरल सिस्टम ऑफ प्रेफरेंसेस, इससे भारत में बनी हुई चीजें, जो हमारे यहाँ का उत्पादन और खास तौर से उन सेक्टर की जो लेबर इनटेंसिव है, उनको अमेरिका के बाजार में जो एक अवसर मिलता था जाने का, कम टैरिफ पर, वो खत्म कर दिया। अमेरिका ने भारत को एक विकसित देश, डेवलप्ड कंट्री घोषित कर दिया। इससे भारत उन देशों की पंक्ति में शामिल हो गया, जिनके खिलाफ अमेरिका कभी भी काउंटरवेलिंग मेजर्स (Countervailing measures) जो हैं,  ट्रेड पर, व्यापार पर लागू कर सकता है। शायद लोगों ने इसको सही रुप में समझा नहीं कि इसके मायने क्या हैं। साथ में जो भी अमेरिका और चीन के संबंध अच्छे और बुरे जैसे भी रहते हैं, अमेरिका अगर कभी भी कोई नैगेटिव कमेंट करता है चीन पर, तो भारत तो उसके साथ जोड़ देते हैं और अमेरिका के राष्ट्रपति ने भी भारत में आने से पहले ऐसी बात कही है, कि बहुत लोग प्रसन्न नहीं रहे, जिस तरह से भारत के साथ उनके संबंध हैं। तो जो आर्थिक क्षेत्र में आर्थिक सहयोग का और व्यापार का वातावरण अनुकूल नहीं है। हम सोचते हैं कि ये रिश्ता केवल खरीद-फरोख्त का नहीं हो सकता। जाहिर है कि भारत, जैसा सरकार ने कहा है, एक बड़ा ऑर्डर हैलिकॉप्टर की खरीद का करेगा, हमें उस पर कोई आपत्ति नहीं, पर बुनियादी बात है कि ज्वाइंट रिसर्च होनी चाहिए, रक्षा के क्षेत्र में, डिफेंस के क्षेत्र में। जो नए सिस्टम्स हैं, उसको दोनों देश इक्कट्ठा बनाएं और ज्वाइंट प्रोडक्शन उसकी हो।

ये जो यात्रा है, उसमें तीन चीजों को ध्यान में रखा जाना बहुत जरुरी है – एक तो राष्ट्र की संप्रभुता, आत्म सम्मान औऱ राष्ट्रहित। ऐसे दौरे में गंभीरता और गहराई देखनी चाहिए, ये केवल एक फोटो अपोर्चुनिटी और पीआर एक्सरसाईज नहीं होनी चाहिए। हम ऐसी उम्मीद करते हैं कि माननीय प्रधानमंत्री मोदी जी के और डॉनल्ड ट्रंप जी के संबंध बहुत अच्छे हैं, मित्रता है औऱ जैसे डॉनल्ड ट्रंप ने स्वयं कहा है कि प्रधानमंत्री ने उनको आश्वस्त किया है कि 50 से 70 लाख लोग वहाँ पर स्वागत के लिए होंगे, ये अमेरिका के राष्ट्रपति का बयान है जो पब्लिक डोमेन में है और इसलिए इस पर हमें कुछ कहना नहीं है। तो हम ये उम्मीद करते हैं कि जब इतने अच्छे संबंध हैं और ऐसा अभूतपूर्व स्वागत हो रहा हैं, जो किसी राष्ट्र अध्यक्ष का कभी भारत ने नहीं किया, इसलिए जो हमारे कुछ पेंडिग मुद्दे हैं, देश के, पहला H-1B वीजा, उसका समाधान निकाल लें, ताकि उसमें कोई कटौती ना हो।

मैं एक बात बताना चाहता हूं कि डेवलप्ड कंट्री भारत को कहने के बाद, जो एज (Edge) डेवलपिंग कंट्री के रुप में भारत के आईटी प्रोफेशनल को मिलता था, उसमें भारी कटौती होगी। एक बहुत बड़ा फर्क है, प्रगतिशील देशों में और विकसित देशों में, जो डेवलप्ड कंट्री हैं। दूसरा, हमारे जो प्रोफेशनल्स हैं, वहाँ काम करते हैं, बड़ी तादाद में वर्षों से जो सोशल सिक्योरिटी कंट्रीब्यूशन देते हैं, जो बिलियन डॉलर में जाता है। वो रिफंड नहीं मिलता, वीजा की मियाद इतनी होती है कि इससे पहले कि उनके रिफंड का दावा बने, उनको वापस आना पड़ता है। तो प्रधानमंत्री जी, अमेरिका बड़ा समृद्ध देश है, अमीर देश है, हमारे प्रोफेशनल्स का जो सोशल सिक्योरिटी कंट्रीब्यूशन है, उसको रिफंड करवा दें और जीएसपी को रिस्टोर करवा दें। अगर हम ऐसा नहीं कर पाएंगे तो इसका कोई बड़ा अच्छा आउटकम भारत के लिए शायद ना हो। अहमदाबाद में बड़ी तैयारी है, एक बड़े जश्न की, मोटेरा स्टेडियम में, जिसको आनन-फानन में पूरा किया गया, लीपा-पोती की गई, सजाया गया, वास्तविकता को ढका गया। गरीब का अपमान हो रहा है, दीवार बना कर उसको ढका जा रहा है, दीवार पर चित्र बनाए जा रहे हैं, सारा देश देख रहा है। ये सरकार की अपनी विचारधारा है, उनकी सोच है, मानसिकता है, भारत की सरकार की और गुजरात की सरकार की। हमें इस पर एक चीज जरुर कहनी है, महात्मा गांधी जी की 150वीं जयंती भारतवर्ष मना रहा है, ये जो हो रहा है, महात्मा गांधी जी तो सादगी के प्रतिक थे, अंहिसा के पुजारी थे और दरिद्रपूर्ण नारायण की, दरिद्र नारायण का सम्मान करते थे, ये उससे कहीं ना कहीं विरोधाभास है, जो सामने प्रकट होता है। ये महात्मा गांधी जी का सम्मान करना नहीं होगा, क्योंकि अमेरिका के राष्ट्रपति, इसको बड़ी जिम्मेवारी से कहूंगा कि उनकी सोच महात्मा गांधी जी की सादगी से और अंहिसा से मेल नहीं रखती। अगर इसके बाद कोई परिवर्तन हो जाए, हम नहीं कह सकते।

पर सरकार ने कल एक ऐसी बात कही है जो चौंकाने वाली है। अगर हमने सही सुना, भारत सरकार की तरफ से ये दावा किया गया है कि जितना ये सारा प्रबंधन हो रहा है, वो एक नागरिक अभिनंदन समिति कर रही है। क्या अमेरिका के राष्ट्रपति अहमदाबाद किसी नागरिक अभिनंदन समिति के निमंत्रण पर जा रहे हैं? ये समिति कौन सी है, कब बनी, इसका रजिस्ट्रेशन कब हुआ, पंजीकरण कब हुआ? इसके पास इतना पैसा कहाँ से आय़ा? वास्तविकता ये है कि सब पैसा सरकार का है, भारत की सरकार का और गुजरात की सरकार का। गुजरात की सरकार ने ही जितनी भी वहाँ पर अप्रूवल है, जो भी मोटेरा स्टेडियम लिया गया है, रास्ते में जो पूरे भारत के 28 राज्यों के कलाकार आकर अपने हुनर का प्रदर्शन करेंगे, पूरे देश से आ रहे हैं, तो अभिनंदन समिति के वश के बाहर है, 2 दिन के अंदर पूरे हिंदुस्तान को खड़ा कर दें, वो नहीं है। तो वो सारे के सारे अप्रूवल हैं वो वहाँ की सरकार के हैं, वहाँ के प्रशासन के हैं, वहाँ का चाहे वो जिला का प्रशासन है, पुलिस का प्रशासन है और अहमदाबाद म्युनिसिपल कॉर्पोरेशन को विशेष ग्रांट भी दी गई है। हमें इन बातों पर आपत्ति नहीं है, पर सरकार को झूठ नहीं बोलना चाहिए, आप कर रहे हैं तो पूरी छाती ठोक कर मोदी जी को कहना चाहिए कि मेरे दोस्त आ रहे हैं, मैं इतना बड़ा प्रबंध कर रहा हूं, नमस्ते ट्रंप का, ये नहीं कि कोई रातों-रात एक नकली, काल्पनिक समिति बना दो, ये उचित नहीं है, पाखंड है। इससे सरकार को परहेज करना चाहिए, ये अच्छी बात नहीं है। हमने तो सरकार को कहा ही नहीं था कुछ। इन्होंने ये कहा। वास्तविकता ये है, हमारे देश में बहुत लोग रहते हैं, तो हमारे यहाँ लाख, दो लाख आदमी इक्कट्ठा होना स्वभाविक होता है, अभी तो अहमदाबाद की आबादी बहुत बढ़ चुकी है, 1930 में यानि की आज से 90 साल पहले जब राष्ट्रपिता महात्मा गांधी दांडी यात्रा के लिए निकले थे, तो अहमदाबाद की आबादी 75,000 थी, पर आस-पास के इलाकों से लोग आए, महात्मा गांधी जी के साथ जो लोग चले, उनको अलग स्थान तक छोड़ने के लिए तो एक लाख से ऊपर आदमी थे, एक ऐतिहासिक संख्या है और तथ्य हैं। ये सिर्फ हम बताना चाहते हैं कि गांधी जी की 150वीं जयंती मना रहे हैं और अहमदाबाद का जिक्र है, दांडी यात्रा भी वहीं से शुरु हुई थी, इसलिए मैंने सोचा कि ये बात आपसे कह दूं।

हमारी मालूमात में तैयारी के पीछे पूरी ताकत है, होनी भी चाहिए, पर कोटा फिक्स हुआ है। हर कॉलेज का, हर यूनिवर्सिटी का, हर स्कूल का छात्र, अध्यापक और कर्मचारी, 5 घँटे के लिए, 3 घँटे की पूरी यात्रा है, 5 घँटे तक स्कूल के बच्चे खड़े रहेंगे। ये भी उनका दृष्टिकोण है। आंगनवाडी और आशा के सारे जो काम करने वाले लोग हैं, वो लोग भी रहेंगे, वही भारत के नागरिक हैं। हर ब्लॉक से 100 अध्यापक रहेंगे, इसके अलावा। वहाँ 249 ब्लॉक हैं, जो मेरी जानकारी है, आप भी चैक कर सकते हैं। वहाँ जो भी होर्डिंग लगे हैं, वो अभिनंदन समिति के नहीं, माननीय प्रधानमंत्री नरेन्द्र मोदी जी के, डॉनल्ड ट्रंप के, मेलानिया ट्रंप के और विजय रुपाणी जी के हैं। मैंने अभी आने से पहले कंफर्म किया है, इसके चित्र हमारे सचिव हैं, प्रणव झा जी के पास हैं, वो आपको बता देंगे, आपसे शेयर करेंगे। तो हम यही कहते हैं कि ये जो यात्रा है, ये कोई वहाँ के राष्ट्रपति के चुनाव के प्रचार की एक कड़ी नहीं बनना चाहिए, इसके नतीजे राष्ट्रहित में होने चाहिएं और ये कहना कि ये कोई वहाँ पर अहमदाबाद और गुजरात के लोग स्वयं कर रहे हैं, जैसा मैंने कहा, सच नहीं है, क्योंकि वहाँ तमाम विपक्ष को, विपक्ष के नेता को और विधायकों को इससे बाहर रखा गया है। ये भी मैंने इसका पुष्टिकरण स्वयं किया है, नेता प्रतिपक्ष और दूसरे विधायकों से आज सुबह बात करके।

Shri Anand Sharma said- The US President Donald Trump is visiting India. It is very important visit. India and United States of America share strategic partnership which embraces Nuclear, Defence, Technological, Agricultural, Educational cooperation.  The Indian National Congress values and supports India’s strategic partnership with the United States, which this country has built over decades, including the Indo-US nuclear agreement and cooperation in Defence and Space sciences, which was done during the UPA regime with Dr. Manmohan Singh as the Prime Minister. Therefore, we support the continuity of the cooperation between the two countries in strategic affairs. In our view, this visit must have tangible outcomes then only it can be termed a success from the Indian prospective. There have been recent developments which have cast a shadow. These developments are negative from our prospective.

United States of America and President Trump, they have withdrawn the GSP benefit to the Indian Products, Indian produce and Indian exports that is a General System of Preferences. Before the visit, USA declared India a developed country, there by equating India with rich countries, including China, whereas China’s per capita income is 5 times that of India and their GDP is 5 times of India. So, India with the per capita income of 2 thousand dollars per annum cannot be declared a developed country, because as a developed country, the fall out should be known and the fall out is that even for our IT professionals H-1B visas the number would drastically come down.

Now, it is important that this visit reverses, what has happened. It also exposes, this developed country’s status, for India to United States countervailing measures. The Trade environment is unfavorable. I would say that Indo-US partnership cannot be transactional only for India to be a purchaser of US defence equipment as would happen even during this visit. While not opposed to that the defence cooperation must include joint research, development and production of weapon systems by India and the America and the transfer of technology for all such systems to the Republic of India.

What Prime Minister and the Government must keep in mind is India’s sovereignty, India’s self-respect and India’s national interest, while conducting this visit, because there have already been many arbitrary decisions, which have affected our engagement with other strategic partners as US sanctions on Russia or on Iran. We are a sovereign country, therefore we have the right to engage with our other partner countries on our terms and that independence and space should be there. It is not that if a waiver is given to purchase some systems from Russia, equal amount must be spent by India to purchase systems from the United States. Each relationship should be independent; each strategic partnership is independent of India’s strategic partnership with other countries. These are stand alone relations. There should be gravitas, seriousness and depth in this visit.

We hope, given the special friendship between Prime Minister Narendra Modi and President Donald Trump, this country will hear enhancement of H-1B visas, restoration of the GSP for India, General System of Preferences (GSP), which provides preferential market access for Indian produce to America and also reversing the present decision and recognizing India as a developing country. An agreement on the refund of the social security contributions that are regularly being made by Indian IT professionals over the years and they run into billions of dollars, these are outstanding issues.

This visit should not be reduced to a photo opportunity or a PR exercise, that would devalue the importance of our partnership, that would also not be in India’s national interest. We know that there is a big event that has been planned, festivities and unprecedented arrangements. There is no precedent that we have extended this kind of welcome and celebration to any head of the state. But, the Prime Minister has his own characteristic way of celebrating special occasions and it is his privilege, his government and their thinking and also the Government of Gujarat, which is extending and rightfully so, all support.

Therefore, the Government should not engage in any hypocrisy like yesterday’s claim, then a question was put, whether the opposition there in Gujarat will be also present or invited for the Motera Stadium extravaganza. The Government said that there is a ‘Nagrik Abhinandan Samiti’ that is a citizen reception committee or ‘Donald Trump Nagrik Abhinandan Samiti’, which is making these arrangements. There is no need for the Government to tell untruths, officially. It is a common knowledge and in public domain, the President Trump himself has said that “Prime Minister Modi, my friend has promised me, 7 million people in Ahmedabad when I come there”. That is good. All the arrangements which have to be made are being made by the Gujarat Government and Ahmedabad Municipal Corporation. The country is also observing and commemorating the 150th birth anniversary of Mahatma Gandhi and the venue is Ahmedabad and there would also be a visit to Sabarmati Ashram. Now, what is happening, particularly, the insult to the poor and this splurge at the cost of the state exchequer militates against the philosophy and value system of the father of the nation Mahatma Gandhi that I must say. And as I said earlier, 90 years ago, when Mahatma Gandhi started his walk, the Salt Satyagraha, the Dandi Yatra, in the cities of 75 thousand, which included children, women, infirmed, old, more than hundred thousand had come just to walk with him and to see him walk.

So, we are not at all looking at the numbers. This country has people and may be for the President of America. There are also countries, which are very well populated, but, this number only India can manage. But, it is the government which is doing so as all the hoardings are there, the arrangements, all the approvals, permissions which are happening and the quotas that have been given to universities, colleges, schools to bring in staff, teachers, students, school students, quota per block of hundred teachers. But, we are saying this is the Government’s way how they want to mobilize the number. We are not getting into that. The reality is that it is not a spontaneous outpouring of the people of Gujarat. The arrangements are being made because a promise given has to be honoured, which the Prime Minister... We wish him good luck. But, this visit should not become an extension of the US precedential campaign for the Indian diaspora vote. We do not become active party in the elections in another country. This mistake was made in ‘Texas’ at ‘Howdy Modi’ event and the Prime Minister ought to be careful. These are setting wrong precedents. We hope that there would be tangible outcomes on substantive issues and will hear that in the joint declaration to be made by the Prime Minister and the President Trump.

एक प्रश्न पर कि सरकार ने विपक्ष के नेताओं को इससे अलग रखा है, क्या कहेंगे, श्री शर्मा ने कहा कि औपचारिकता होती है, लीडर ऑफ अपोजिशन को बुलाया जाता है, राष्ट्रपति जी की तरफ से। बाकी ऐसी कोई प्रस्तावना ना हमारे पास है, ना हमारे तक पहुंची है, इसलिए इस पर मैं कुछ नहीं कह सकता। 

एक प्रश्न पर कि संबित पात्रा ने प्रेस कांफ्रेस करके कहा है कि ‘अतिथि देवो भवः’ की हमारी परंपरा है, लेकिन कांग्रेस पार्टी को डोनाल्ड ट्रंप आ रहे हैं उसमें भी परेशानी है क्या कहेंगे, श्री शर्मा ने कहा कि हमने तो नहीं कहा, मैंने तो स्वागत किया है। I have said, shall I repeat that the Indian National Congress welcomes and supports the strategic partnership with the United States of America, but, we have every right to talk about the outcomes, about the interest of the country, its sovereignty, its national interest, its self respect. We receive heads of state and Governments but such a bonanza has never been there, it has never happened. But, we are not opposed. Whether this is in sync with the value system of Mahatma Gandhi, what will happen in Ahmedabad that is for the Prime Minister and the Government to see. Sabarmati Ashram in Ahmedabad that is where you connect with Mahatma Gandhi, 150th birth anniversary of the father of the nation, this is the correct observation to make. There is not something which Congress Party is manufacturing. Other things that whether India should be looking at the outcomes, interest of its IT professionals, its industries and its exporters, to demand restoration of the GSP, that is market access for the Indian produce  and the preferential market access which has been done away with by President Trump. It is rightful on our part to demand, that is national interest that should be restored.

भारत को प्राथमिकता थी, जीएसपी के तहत, हमारे यहाँ के जो कारखानों में बनी चीजें और खासतौर पर जो हमारे हथकरघा उद्योग की चीजें जातीं थी, हैंडलूम, हैंडिक्राफ्ट की, उनको थोड़ा जो फायदा मिलता था, वो खत्म कर दिया गया है और भारत को एक डेवलप्ड कंट्री कह दिया गया है, जिसका बहुत बड़ा नुकसान होगा, क्योंकि है नहीं अभी डेवलप्ड कंट्री और साथ में हमारे जो एच-1बी वीजा हैं, हमारे आई टी सेक्टर के वो कम हो जाएंगे, डेवलप्ड कंट्री के नाते। तो ये जो भारत के हित की बात है, वो भी होनी चाहिए, केवल एक फोटो अपॉर्चुनिटी, पीआर एक्सरसाइज, जश्न और हथियारों की खरीद तक सीमित नहीं होना चाहिए, राष्ट्रहित भी सामने रहना चाहिए।

एक अन्य प्रश्न के उत्तर में श्री शर्मा ने कहा कि भारत को बराबरी के दर्जे से बात करनी चाहिए। हम एक बड़ा देश हैं, अमेरिका भी एक बड़ा और शक्तिशाली देश है, भारत को एक बड़े भाई और छोटे भाई का रिश्ता स्वीकार नहीं करना चाहिए।

एक अन्य प्रश्न पर कि क्या डॉनल्ड ट्रंप से कांग्रेस का प्रतिनिधिमण्डल मिलेगा, श्री शर्मा ने कहा कि जो देश के राष्ट्रपति- प्रधानमंत्री दौरे के दौरान हमसे मिलना चाहते हैं, वो स्वयं संपर्क कर लेते हैं, निर्णय कर लेते हैं, अभी कोई प्रस्ताव हमारे पास नहीं है।

एक अन्य प्रश्न पर कि आपको लगता है कि अमेरिका के राष्ट्रपति चुनाव के संबंध में  भारत आ रहे हैं, श्री शर्मा ने कहा कि मैं वो नहीं कह रहा। मोटेरा स्टेडियम, जहाँ बड़ा जश्न है, उसकी सीधी तस्वीरें तो जाएंगी, जो जाहिर है मोदी जी तो वहीं कह आए थे, उनके प्रचार के लिए अबकी बार, मोदी जी तो वहीं कह आए थे, मैं बोलना नहीं चाहता। भारत के प्रधानमंत्री को अपने पद की गरिमा और भारत के हित को सामने रखते हुए इस यात्रा से सुनिश्चित करना चाहिए कि इसके परिणाम सकारात्मक हों, भारत के हित के लिए।  

एक अन्य प्रश्न के उत्तर में श्री शर्मा ने कहा कि इससे पता लगता है कि कांग्रेस में लोग अपना विचार व्यक्त करते हैं, पर कांग्रेस का क्या इसमें दृष्टिकोण है, वो भारतीय राष्ट्रीय कांग्रेस की कार्यकारिणी तय करती है,ये सारे निर्णय कांग्रेस कार्यकारिणी समिति सुनिश्चित करती है।

On another question about the statement of MP Chief Minister Shri Kamal Nath, Shri Sharma said- The Chief Minister of Madhya Pradesh is a senior leader and he is very much within his right to question. The fact is that boastful claims on the part of any government are not desirable. Indian Army has done the country proud and the past Army Chiefs have said that many strikes have been under taken when the national security demanded it so. As we have said earlier, I have said it in Parliament that this army belongs to India, it fights under the tricolor, it is neither Modi’s army nor BJP Government’s army. What the Army does, the nation salutes. It cannot be politically encashed.

On another question that how do you see the statement of US President Donald Trump about India and PM Modi, Shri Sharma Said- President Trump should know that Shri Narendra Modi is the Prime Minister of India, he should like both.
