सुष्मिता देव ने पत्रकारों को संबोधित करते हुए कहा कि  आज हमने खबरों में देखा है कि भारतीय जनता पार्टी के एक नेता कैलाश विजयवर्गीय जी ने एक इस तरह का बयान दिया, जिससे ऐसा लगता है कि देश में लोग क्या खा रहे हैं, उस पर भी सरकार की नजर है। उन्होंने अपने बयान में ये कहा है कि उनके घर में कुछ ऐसे लोग कंस्ट्रक्शन का काम कर रहे जो कुछ अजीब सा भोजन खा रहे हैं, जिसे देखकर लगता है कि ये लोग इनफिल्ट्रेटर (infiltrators) हैं, घुसपैठिए हैं, बांग्लादेश से हैं। खबरों में ये बात आई है कि जिस भोजन का नाम वो ले रहे हैं, वो हम सब इस देश में आज से नहीं, बहुत सालों से खा रहे हैं - पोहा।

सवाल ये है कि हम बार-बार कांग्रेस पार्टी की तरफ से कह रहे हैं कि एनपीआर का एक कंटेंट भी है और एक कॉन्टेक्स्ट (context) भी है, जो चिदंबरम जी ने भी कहा है। कंटेंट क्या है, आप सबको मालूम है कि माता-पिता कहाँ रहते हैं, उनका जन्म कहाँ हुआ था, एनपीआर को लेकर इन सब एडिशनल फील्ड्स के अलावा जो इस सरकार और भारतीय जनता पार्टी की सोच है, भय वहाँ से शुरु होता है। अगर भारतीय जनता पार्टी के एक वरिष्ठ नेता इस तरह का बयान दे सकते हैं कि कंस्ट्रक्शन लेबर क्या खाना खा रही है, उस खाने को देखकर उनको लगता है कि वो घुसपैठिए हैं, तो आप सोच सकते हैं या आप अंदाजा लगा सकते हैं कि अगर एनपीआर हुआ, जिस तरह से एनआरसी असम में हुआ, तो देश में आम जनता का क्या हाल होगा।

आज सिटीजनशिप को लेकर कौन फॉर्नर है, कौन इस देश का है, कौन इस देश में बाहर से गैर-कानूनी तरीके से आया है, इस पर बयान करने से पहले भारतीय जनता पार्टी के वरिष्ठ नेता ने एक बार भी सोचा नहीं कि उनके बयान का लोगों पर क्या इम्पेक्ट पड़ेगा।

हमें दुख है कि भारतीय जनता पार्टी की यही सोच है, जिसकी वजह से देश में लोग एनपीआर से डर रहे हैं। हम उनके इस कमेंट को कंडेम करते हैं और मैं कांग्रेस पार्टी की तरफ से ये जरुर कहूंगी कि इन्हीं बयानों की वजह से इस देश की जनता इस सरकार पर विश्वास नहीं करना चाहती कि एनपीआर एक सेंसेस की तरह की कोई एक्सरसाईज होगी, बल्कि ये प्रोफाइलिंग का काम करेगी। ये प्रोफाइलिंग का काम करेगी, चाहे वो रिलिजयस हो, चाहे वो किसी कम्युनिटी की हो, चाहे किसी की भाषा की हो और अब ये बात भी तय हो गई है कि वो इंसान भोजन में क्या खा रहा है, उसकी भी प्रोफाइलिंग ये सरकार करेगी।

 Ms. Sushmita Dev said we condemn it and in English I would like to reiterate that the statement that Mr. Vijayverghiya Ji has reportedly made about some construction workers who were working at his residence. He has connected the food of the construction worker to his nationality and called them the infiltrators. We had consistently said that conducting a census in India is not a new phenomenon. Yes, it is the mention of the NPR in the Citizenship Rule, but, that has a content and context that makes the entire exercise suspicious at this point of time given the circumstances in the nation. If a responsible senior leader of the BJP like Mr. Vijayverghiya can today declare someone as a foreigner infiltrator because he or she is having ‘Poha’ – a flat rice, as being reported, if you can profile a census on nationality and connected to national security, this is the reason why we are saying that this Government will use NPR for profiling people. This is the way we suspect the government conduct a NPR to do profiling on the basis of religion, on the basis of community, on the basis of language and now even food. It is an irresponsible statement. The country is in turmoil on many issues and this is the statement which has been deliberately made to instill fear among the common man and let me say that we have consistently said that the poor will suffer and this statement of  Shri Vijayverghiya further only reiterates what we are saying because he is after all pointing out a finger at the person who is a basic construction site worker. We condemn his statement and we reiterate our concern about the manner in which this Government is likely to conduct the NPR in the country by profiling people on different basis which should not be the criteria in NPR process.

On a question it he should give a clarification on his statement, Ms. Dev said- Kailash Vijayvargiya is a senior General Secretary of the BJP and In-charge of West Bengal, I think, a statement coming from such a senior leader, is actually creating fear in the minds of the people, instilling fears in the mind of the people. He should apologize to the nation and BJP, who at the drop of a hat holds a press meet on irrelevant issues to divert the attention of the nation. They should hold a press meet and apologize for this statement; they should clarify this statement and retract this statement because this is condemnable, this is deliberately being done to instill fear in the people of the country and it is very unfortunate that the BJP is silent on this issue, which means that he might be instructed to talk in this manner and the top leadership of the BJP is definitely complicit in this, that is what I think.

दिल्ली चुनाव में स्टार प्रचारकों की सूची से संबंधित एक अन्य प्रश्न के उत्तर में सुश्री देव ने कहा कि  मेरा नाम उस स्टार कैंपेनर की लिस्ट में है, आपने देखा होगा, फ्रंटल हैड्स का है। ऐसा कई बार होत है कि सबका नाम स्टार कैंपेनर्स लिस्ट में नहीं डाला जाता, पर मैं कम से कम सौ डेढ़ सौ हजार उदाहरण दे सकती हूँ कि नाम स्टार कैंपेनर लिस्ट में न होने से किसा का गुरुत्व कम नहीं होता। आज दिल्ली के चुनाव में जो सबसे बड़ा हमारा कैंपेन है, जो प्लेटफॉर्म है, वो यही है कि शीला दीक्षित जी ने दिल्ली को जिस तरह से दिल्ली का विकास किया था, जिस तरह से दिल्ली में काम किया था, मेट्रो हो, ब्रिजेस हो, कॉमनवेल्थ के वक्त जितना भी काम हुआ था, उसके पहले भी, उसके बाद, that is our biggest platform for Delhi  campaign. इसलिए इस चुनाव में the spirit of Sheila Dixit Ji is in this Delhi campaign, the basis of our credibility in Governance comes from the rule of Sheila Dixit Ji और मैं संदीप दीक्षित जी को जितना जानती हूँ, उनके साथ मैंने मध्य प्रदेश और अलग-अलग राज्यों में काम किया है, Sandeep Dikshit is a hardcore Congress leader  और मुझे उन पर इतना विश्वास है कि वो बिना पद के दिल्ली कांग्रेस के लिए मेहनत करेंगे, ये मेरा मानना है।

एनपीआर को लेकर प्रकाश जावड़ेकर के बयान से संबंधित एक अन्य प्रश्न के उत्तर में सुश्री देव ने कहा कि हमारे देश के कानून में लिखा हुआ है कि एनपीआर होना है औऱ 2011 में हमने एनपीआर कुछ स्टेट्स में किया था, जो चिदम्बरम जी ने पहले भी एक प्रेस मीट में समझा कर कहा था, फिर भी मैं कहती हूँ कि NPR is the part of the law of this country पर सरकार का जो उद्देश्य है, उस पर हमें संदेह है, we are suspicious about the intention of the Government और कैलाश विजयवर्गीय जी के बयान से ये बिल्कुल शत-प्रतिशत साबित हो गया है कि उनके इरादे नेक नहीं है। एनपीआर के कानून में कोई गलती नहीं हैं पर इस सरकार के जो नेतागण हैं, भारतीय जनता पार्टी के जो लीडर्स हैं, उनका उद्देश्य गलत है और इस उद्देश्य से अगर एनपीआर होगा, मैं फिर कह रही हूँ कि उसके माध्यम से, वो आम जनता का प्रोफाइलिंग करेंगे, चाहे वो रिलिजिय्स हो, चाहे वो लैंग्वेज हो और विजय वर्गीय जी के बयान से ये भी तय है कि हम क्या खाते हैं, कहीं उसके ऊपर निर्भर करके एनपीआर में प्रोफाइलिंग न करे ये सरकार। These are our apprehensions and Vijayvargiya Ji’s statement only establishes our apprehensions as being real and it is beyond doubt that they will misuse the NPR.

एक अन्य प्रश्न पर कि आप एनपीआर के विरोध में नहीं है, लेकिन आपको लगता है कि उसके जो प्रोसीजर्स हैं, उसमें किसी तरह की चीजें हो सकती हैं, जो आपको संदेहास्पद लगती है, सुश्री देव ने कहा कि See, Mr. Chidambaram’s statement is crystal clear that in 2011 when the census was due, there was a proposal to do an NPR, which would lead into the census, and it is the census office, which even started the NPR and it was done in some states. So, NPR is part of the citizenship, I think, the rule of the citizenship act, but the question is, the kind of fields that this Government is seeking to now include in the NPR form, give sufficient cause for concern, where was your father born? Where was your mother born? Where is in NPR process, it is the usual place of residence that is relevant.

So, clearly they are changing the very nature of the NPR, so, NPR will be suspect because of the intention of this Government, a botched up of NCR, disguised or maimed NPR, that is our view, we have said it repeatedly. Census is not a new phenomenon, it has happened on many occasions, but, the content and the context has become even more apparent after what Mr. Vijayvargiya has said and the content as you know is not relevant to NPR and census like the parent’s place of residents. These things are irrelevant generally to NPR. So, clearly the intention of the Government is a disguised form of NRC, well profiling take place in the name of cast, community, religion, language, that is our apprehension and it is a real apprehension.

एक अन्य प्रश्न पर कि बीजेपी के नेता कह रहे हैं कि राजीव गांधी की सरकार एनआरसी असम में लाई थी, तो आज क्यों कांग्रेस इसका विरोध कर रही है, सुश्री देव ने कहा कि मुझे दुख इस बात का है कि भाजपा की तरफ से जो लोग असम की राजनीति पर टिप्पणी करते हैं, वो या तो असम कभी गए ही नहीं और असम के इतिहास को भी उन्होंने नहीं पढ़ा है।

1985 में असम एकॉर्ड हुआ था और असम एकॉर्ड में एनआरसी का कहीं उल्लेख नहीं है। ये टिप्पणी भारतीय जनता पार्टी के जिस नेता ने की है, वो अपने ही गिरेबान में झांककर देखे कि डॉ. हेमन्त विश्व शर्मा, खुद बार-बार एनआरसी के बारे में क्या कह रहे हैं, असम एकॉर्ड के बारे में क्या कह रहे हैं।

NRC was a Supreme Court monitored exercise, we all know that, but the BJP Government in Assam has made a complete mess of that NRC, it is totally incorrect that it is former Prime Minister, Shri Rajiv Gandhi Ji, who came with the NRC Idea. मैंने तो असम एकॉर्ड काफी बार पढ़ा है, वहाँ एनआरसी का कहीं मेंशन नहीं है, अगर आप लोगों को मिलता है, तो मुझे जरुर दिखाइएगा।
