डॉ. अभिषेक मनु सिंघवी ने पत्रकारों को संबोधित करते हुए कहा कि मैं आज की प्रेस वार्ता को जोड़ना चाहता हूं, यूथ कांग्रेस के अभियान से। ‘रोजगार दो अभियान’, ये मांग एक अभियान या यूथ कांग्रेस का एक स्लोगन ही नहीं है, बल्कि ये इस देश के सभी युवाओं की, प्रवासी श्रमिकों की, सैलरीड क्लासेस आदि की वेदना, उनके हृदय को चीर कर निकली हुई आवाज को एक प्रतिकात्मक रुप से बताता है, दिखाता है।

मैं सिर्फ आज जुड़ना चाहूंगा पूरी तरह से इस सकारात्मक कैंपेन से, आपको याद दिलाते हुए, जो आप अगले कुछ दिनों में अभियान में देखेंगे कि 2014 में जो बेरोजगारी की दर, मैं सिर्फ आंकड़ों की बात कर रहा हूं, ये ना कांग्रेस है ना नोन कांग्रेस है, आंकड़े कभी झूठे नहीं हो सकते हैं, सरकारी आंकड़े हैं, अधिकृत आंकड़े हैं- बेरोजगारी की दर 4.9 प्रतिशत थी, जब माननीय मोदी जी ने सरकार संभाली। मई, 2020 में लगभग 29 प्रतिशत, 30 में से एक कम, मई, 2019 में पिछले वर्ष 7.1 प्रतिशत , लॉकडाउन के पहले मार्च, 2020 में 9 प्रतिशत से एक दशमलव कम, तो ये नहीं है कि इस सरकार की कोई कोरोना का बहाना बना लो, कोविड का बहाना बना लो, शुरुआत से 2014 से 20 की या 2014 से 19 और 19 से 20 की जो यात्रा है, उसमें दिन- प्रतिदिन सदैव, हमेशा बढ़ रही है। याद रहे कि आपके पास आंकड़ा है जो हमने पहले दिया है आपको कि अप्रैल में माना जाता है कि अप्रैल 2020 में कि 9 करोड़ ऐसे लोग हैं, जो तैयार हैं, तत्पर हैं काम करने को, जिनके पास काम नहीं है। ये मानता हूं कि अंडर स्टेटमेंट है, कम का आंकड़ा है और इस अभियान को युवा कांग्रेस को मैं उस दावे से जोड़ना चाहूंगा जो आपने बहुत बार सुना 2014 में, 2013 में, “बहुत हुआ रोजगार का इंतजार, अबकी बार मोदी सरकार”। अबकी बार मोदी सरकार का आपने प्रत्यक्ष प्रमाण देख लिया।

मैं अंत करुंगा अपनी इस बात का कि ये रोजगार का अत्यंत महत्वपूर्ण मुद्दा है जो युवा कांग्रेस ने उठाया है, लेकिन इसका संदर्भ ज्यादा व्यापक है, आर्थिक ढांचे से है, हमारी आर्थिक दुर्दशा से है। जीडीपी आप जानते हैं उस संदर्भ से देखा जाए तो, क्योंकि रोजगार उस संदर्भ का अभिन्न अंग है, जीडीपी नेगेटिव में जा रही है, कोई जानता नहीं, कम से कम मानते हैं माईनस 5 प्रतिशत, माईनस 4 से 7 का एक रेंज दिया जाता है, नेगेटिव। हमारा टैक्स जो बटोरा जा रहा है, वो लगभग 46 प्रतिशत कम है।

पूरा देखा जाए तो कहते हैं अभी आंकड़े वैरी करते हैं, मैं आपको न्यूनतम आंकड़े दे रहा हूं जो सबसे कम या सरकार के हक में हैं। 12 करोड़ लोगों ने अपना रोजगार गंवाया है। वैसे कहते हैं लोग कि 15 करोड़ का फिगर है और एक बडा दुर्भाग्यपूर्ण लेकिन रोचक आंकड़ा है, जो आर्थिक पत्रिकाओं में अभी छपा भी है कि ये रोजगार की बात नहीं है, लेकिन जो लोग गरीबी की तरफ फिसल रहे हैं, उसमें लिखा गया है कि sliding into poverty, आपको याद है कि यूपीए 1 और 2 में कितने लोगों को बीपीएल से उठाया था। यहाँ जो सरक रहे हैं, स्लाईड कर रहे हैं गरीबी में, उनका आंकड़ा दिया गया है 40 करोड़।

Dr. Abhishek Manu Singhvi said- We whole heartedly commend the Indian Youth Congress’s initiative and we want to associate, join, endorse and support the ‘#RozgarDo Campaign’ or “give us employment campaign”.

This is not merely a campaign slogan, It has inbuilt into it symbolically and really a most tearing, painful, searing voice of agony and pain, that voice of agony and pain is based on the fact that never before in the history of this Republic in 75 years have we seen the figures, the scope, the degree of unemployment, which this country is suffering today, which is the whole purpose of the Youth Congress Campaign.

I will end this thing with just 4 or 5 figures and come to the suo moto. In 2014, when the Hon’ble Prime Minister assumed office, the unemployment rate was below 5%, 4.9% to be précise. In May 2020, last to last month, it reached 29% and in case you are being confused by misusing the excuse of Covid, let me remind you that this has been consistently rising. In May, 19, it was 7.1%, well before the lockdown, in February end- early March, it was 8.8%. There has never been an abetment in this constant secular trend of rise. It is not an episodic or seasonal factored. We must, of course, look at this in a contextual sense, it is, of course the most important is unemployment, there is no doubt, but, the context is even more dismal. Unemployment sits in what context- It sits in the context of a negative GDP ranging from -4, to -7.5.

Tax collections are down by 46%. Atleast 12 crores are supposed to have lost their jobs and a most sorry, sad and alarming statistic published in the financial news papers, we will share the link with you, if necessary. 40 crores may slide into poverty, this is not an unemployment figure, 40 crores may slide into poverty, by the combined effect of mismanagement of the economy, increasing unemployment rates and the Covid pandemic.

I think, this is the context in which you have to see and as you know the RBI has just two days ago on 6th August come out with his report, which points that the confidence index of the consumer, this is RBI, not me, says it is 53%, which means that the consumer is pessimistic about the economy, about employment, about inflation, about growth everything because on a scale of 100- 53 is very-very low. It is considered, it is published figure by the RBI repeatedly. Well, having done this let us turn to the précise suo moto in addition to the very-very important campaign of the Youth Congress..

ये सच्चाई है और मैं आपको 3 उदाहरण दूंगा इन दोनों देशों के, जो पुराने आपके जो उदाहरण दिए हैं, उनसे भिन्न हैं। आज ये है कि “भाजपा की नाकामी इस विषय में, उसका अंजाम है बहुत संगीन, ना बच रही है नेपाल से दोस्ती, ना बच रही है चीन से जमीन”। इसके क्या उदाहरण हैं, मैं क्यों बोल रहा हूं ये – ये मैं इसलिए बोल रहा हूं मैं आपको 3 उदाहरण देना चाहता हूं, प्रकाशित हैं, पब्लिक डोमेन में है और सरकार चुप्पी साधे रहती है, सरकार जवाब नहीं देती, इंगेज नहीं करती।

पहला, तिब्बत में Yarlung Tsangpo नदी है, वहाँ पर एक कृत्रिम झील बनाई जा रही है, जो मैं अतिशयोक्ति नहीं करना चाहता, लेकिन जिसको एक वॉटर बम भी कहा जा सकता है। भविष्य में एक पानी का बम हो सकता है, क्योंकि इसके नीचे है पूरा बेसिन, जिसको अरुणाचल प्रदेश कहता है सियांग बेसन, सियांग नदी का बेसिन है, उसके कई उत्तर-पूर्व, पश्चिम हिस्से हैं और इतना भविष्य में खतरनाक हो सकता है कि अरुणाचल प्रदेश के सभी विभागों ने रेड़ अलर्ट कर दिया है। अगर थोड़ा भी क्रेक या छेद हुआ उस कृत्रिम लेक में, तो सीधा दुष्प्रभाव पड़ता है नीचे सियांग बेसन में, अरुणाचल में और बाढ़ का, फ्लडिंग का बहुत ही भयानक, भयावह एक चित्रण उस रेड़ अलर्ट में है।

क्या सरकार ने आपको अवगत कराया, क्या सरकार ने प्रोटेस्ट किया, क्या सरकार ने अंतर्राष्ट्रीय स्तरों पर इसको उठाया? मैं ये नहीं कह रहा हूं कि आप जाकर आक्रमण कर दें चीन पर कि कुछ करें, लेकिन आपको बोलना है, चुप्पी नहीं साधनी है।

इसका दूसरा उदाहरण है, देपसांग में बात चल रही है, आप जानते हैं देपसांग में क्या हो रहा है, आप जानते हैं कि हमारी जो रोड़ है, डीबीओ जिसे कहते हैं, बहुत ही, अत्यंत महत्वपूर्ण है, लेकिन सच्चाई ये है कि इतनी बातों के बाद दो आंकड़े छपे हैं, या तो चीन ने वहाँ 12,000, मैं समझता हूं सही आंकड़ा 17,000 और उसका नाम है फोर्थ मोटराइज्ड इन्फैंट्री डिवीजन, इसके ट्रूप्स, इसके 17,000 सैनिक वहाँ तैनात किए हैं, जब आपकी बातें चल रही हैं। पूलबैक कहाँ हो रही है, वापसी कहाँ हो रही है, किसी को बताया नहीं जा रहा है, 17,000, न्यूनतम 12,000 का आंकड़ा है, सिर्फ इस इलाके की बात कर रहा हूं। दोबारा वापस कहूंगा मैं, कुछ हमें कॉन्फिडेंस में लीजिए, सच्चाई बोलिए, छुपाईए नहीं, झूठी ईगो में नहीं छुपिए।

तीसरा, आप बार-बार राष्ट्रीयवाद और आंख दिखाने की बात करते हैं, लाल आंख और 56 इंच की छाती की बात करते हैं। जो हमारा पुरातत्वन से दोस्त है, नेपाल, उसने मिलिट्री को लगाकर, सिर्फ सिविलियन नहीं, मिलिट्री को लगाकर, नेपाल की मिलिट्री को, अपनी जो रोड़ है, जिसको कहा जाता है धारचूला तिनकर रोड़, उसको इतनी जल्दबाजी से बना रहा है, जैसे कल कोई एक युद्ध पैदा होने वाला है। आप जानते हैं कि इसका संदर्भ क्या है, इसका संदर्भ है- वो तीन नाम जिसके संदर्भ में बिल्कुल मैं स्पष्ट कहना चाहूंगा, ये सिर्फ चीन के कहने पर, चीन के दुष्प्रभाव में आने में, चीन के दबाव में आने में, उन्होंने पहले कालापानी, लिपु लेख और लिम्पियाधुरा, ये अपने मैप में दिखा दिया। अब उसी श्रृखंला में चीन के दुष्प्रभाव में वो सीधे अपने जो चीन - भारत और नेपाल का बॉर्डर है, वहाँ का रोड जो बहुत पहले से आधी बनी नहीं थी, बनने का इरादा नहीं था, उसको अब सैनिकों द्वार जल्द से जल्द बनाया जा रहा है।

फिर वापस वही प्रश्न है कि सरकार कितना उनको समझा सकती है, धमका सकती है, कंट्रोल कर सकती है, बातचीत कर सकती है, हमें इसका कोई इल्म, कम से कम सिविल सोसाइटी को नहीं दिया जाता है। ये इसलिए दुर्भाग्यपूर्ण है।

Dr Singhvi said- All this talk of nationalism, coupled with your fake definitions, all this talk of 56 inch chest, all this talk of a red eye, when you come to specifics, they sound like empty slogans and hollow claims. All that we are saying is that these are issues, where you need not suffer from any false ego. You need to share, disclose, not distort. You need to get others to participate and avoid a trust deficit.

Three examples, I want to give you about the falsity and the hollowness of the claims of this Government and these are recent examples, they are nothing to do with the earlier several examples, which from this podium, we have given you-

1.            There is a very dangerous artificial lake which has come into existence in the area above Arunachal Pradesh, in Tibet, on the Yarlung Tsangpo river. This is a massive lake, where it would not be inappropriate; it would not be in exaggeration to call it a potential water bomb. Right below it, is the Arunachal Siang river basin, a large basin. The slightest crack, fisher or deliberate sabotage would inundate and flood to the great misery of Arunachal, the entire Siang basin, the great misery of the Aam Admi of Arunachal.  A red alert has been sounded, but, I think the Government needs to do much more on the international diplomatic level. If necessary, it needs to drag China into international dispute resolution fora. You cannot do things in the upstream part, which will endanger the downstream entities, this is a basic principle of international law, but, nothing is spoken, shared or disclosed by this Government.

2.            The second example comes from our age old friend, before I come to the age old friend; let me give you the second example from China itself. Depsang, we all know Depsang, we all know the DBO Road and we all know what is happening an additional point that while for the last several weeks we are negotiating, even yesterday and day before, we had negotiation, which are good. The ground reality is that a minimum of 12 thousand and more accurately 17 thousand it is believed, Chinese troops, additional and fresh, remain there. There is no pull back. They are apparently of the fourth motorized infantry division of China. Again, what are you doing in terms of sharing, shaming, embarrassing this information and what has been the success on the ground and even a partial pull back or such a massive lets take the lower figure, 12 thousand is a very massive figure of troops accumulative- No answer, silence, no conversation, no dialogue, complete trust deficit.

3.            The third, comes from our age old friend Nepal, far from talking of red eyes and 56 inch chest; we are unable to manage our existing golden relationships. We know now that clearly under the bad malafide influence of China, at its wrongful bidding, Nepal had remarkably claimed areas like Kalapani, Lipulekh and Limpiyadhura and in fact drawn them into its own map, but, we now find at drake net speed, Nepal trying to construct the balance portion of what is known as the Darchula-Tinkar Road and they have entrusted to the Nepalis Army which takes the roads apparently right to the junction of India and China. Nepal has never done this before, somewhere there is a huge failure of your diplomacy, somewhere there is a huge failure of communication and trust deficit. And quite frankly as Indians as a responsible party, we don’t care except that we care for India. In which manner you can negotiate, talk, scare, pressurise or otherwise solve is something, which you have to work out, but, solve you must, otherwise these are very serious impending and potentially disastrous national security issues.

On a question that outgoing CAG Mr Rajiv Mehrishi has said that US, Pakistan and China were watching so he did not upload the Defence Report on the official website, Dr. Singhvi said- CAG is a high constitutional authority and therefore, I am hesitant to use strong words, but, I am shocked, I am astonished and I am taken aback. I want to ask you a common sensible question. We have had CAG since when ? Answer- 72-73 years. We have had CAG since our constitution was created. Are you telling me that earlier CAGs did not put up, disclose or since the internet came 15-20 years ago, did not upload reports, because they are scared that Pakistan and China will see it? Please answer a commonly sensible question and then I will answer your question. Is it that Pakistan became our enemy today and is it that earlier CAGs were compromising national security while uploading the reports? So, I find it a very strange answer and that is the mildest word I can find.

अरे भाई, अगर पाकिस्तान आपका दुश्मन है, तो वो दुश्मन आज या कल पैदा नहीं हुआ था। सीएजी भी आज-कल पैदा नहीं हुई थी, उनके पूर्ववर्तियो (predecessors) ने कई बार, सैकड़ों बार ये रिपोर्ट अपलोड की है और अगर कोई ऐसी सूक्ष्म बात है राष्ट्रीय सुरक्षा की, तो आपका अधिकार क्षेत्र है कि उसको रीडैक्ट करके अपलोड कर दीजिए। अगर मैं ये बात कर रहा हूँ कि कितने मिलीमीटर की गन है और उसका फायर पावर कितना है क्योंकि आमतौर पर सीएजी ऐसी बात नहीं करता है, तो उसको रीडैक्ट करके करिए। लेकिन अगर ये वाक्य सही है सीएजी का, तो जितनी पुरानी 15 साल की सीएजी रिपोर्ट्स हैं वो तो राष्ट्रीय सुरक्षा के साथ समझौता कर रही हैं ? क्योंकि चीन भी था उस समय और पाकिस्तान भी था !

दूसरा पहलू जो आप लोगों ने शायद नोटिस नहीं किया होगा। क्या कारण हो सकता है इसका मैं नहीं जानता, ये बड़ा विचित्र, A very strange, astonishing and a shocking explanation, but, one explanation I found, that you have now reported because a part of the CAG report has been placed on the table in the Parliament, part of it, that part if you read and I will spend only two minutes, it says- there are huge shortages, specialised winter clothing is lacking, snow goggles, multipurpose boots, high altitude equipments, the deficiency range from 24% to 60%, goggles stock ranges from 5.6% to 16.1%, boots are so deficient for -55 degrees that they had to be recycled, rations do not provide sufficient calorific value and are deficient either by 48% at the highest, they are okay by 82%, 18% is deficient. Now answer to this is what, you know the answer; the answer is, this is a CAG audit, because audits take time of 2015-18 as to answer. This is the audit period, this is the Modi Government period and it is not that anybody is furnishing proofs that after 2018 till 2020 early, has any dramatic change taken place. So, the second thing, I can think of is that this is a tabled part, there must be many-many worse reports, worse section in the un-tabled un-uploaded part and possibly it doesn’t suit anybody to have them uploaded. This I have taken from the tabled part in Parliament.

एक अन्य प्रश्न पर कि 10 अगस्त को कांग्रेस अध्यक्ष के पद को एक साल पूरा हो रहा है, आगे क्या प्रक्रिया होगी? डॉ. सिंघवी ने कहा कि आप बिल्कुल सही कह रहे हैं आंतरिक कार्यकाल 10 तारीख को खत्म होता है। आप आश्वस्त रहें, इसके लिए एक प्रक्रिया होती है और वो प्रक्रिया की जाती है। CWC के द्वारा, और आगे जाती है जो जल्द निकट भविष्य में पूरी की जाएगी। हमारे कांग्रेस के संविधान में ये लिखा है। हम बाध्य हैं उसको पूरा करने के लिए। वो होगा, हो रहा है और जल्द से जल्द आपको इसकी सूचना मिलेगी।

On a question about the tenure of Smt. Sonia Gandhi as interim President of Congress Party, Dr. Singhvi said- This is very clear that neither knee jerk, nor politics, nor political parties permit or tolerate a vacuum. Just like nature abhors a vacuum, political parties cannot function in a vacuum. It is true that the tenure is expiring tomorrow. There is a laid down procedure in the Party constitution for elections. As you know, it goes through the CWC etc. Now, in the meanwhile, if anybody is suggesting that the Congress will become headless on the stroke of midnight on 10th August, 2020. Nobody can suggest that, anybody who have idea of how things function, how the constitution functions, so no point giving simple views, there have to be in accord with common sense. Sonia Gandhi Ji is the president, she will continue till such time as a proper procedure is implemented and it will be implemented in the not too distant future, it as simple as that.

श्रीमती सोनिया गांधी जी के कांग्रेस अध्यक्ष पद पर 10 अगस्त को खत्म होने वाले कार्यकाल को लेकर पूछे एक अन्य प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि ये कोई आपके मत और मेरे मत की बात नहीं है। मत अलग-अलग हो सकते हैं, लेकिन ये आपको पता है कि प्रकृति मे, राजनीति और राजनीतिक पार्टियों में वैक्यूम जैसा कोई शब्द नहीं होता। अगर कोई ये कह रहा है कि कोई अध्यक्ष है और वो अध्यक्ष चुना गया था 10 अगस्त तक, एक साल पहले और ठीक 12 बजे रात को वो कार्यकाल समाप्त होते ही अचानक इस पार्टी में एक वैक्यूम हो जाएगा, कोई अध्यक्ष नहीं बचेगा, तो मैं समझता हूँ ये मजाकिया चीज़ होगी। ये न कभी कानून में होता है, न संविधान में होता है, न कभी राजनीतिक पार्टी में होता है, न कहीं और होता है। बड़ा सरल उत्तर है इसका दो लाइन का, सोनिया गांधी जी हमारी अध्यक्ष हैं, सोनिया गांधी जी अध्यक्ष रहेंगी, जब तक जो कांग्रेस की प्रक्रिया है संविधान में, जो सीडब्ल्यूसी के द्वारा निर्धारित की जाती है, इस प्रक्रिया के द्वारा वापस किसी को चुनावित किया जाता है, लेकिन उसके बीच में अचानक कोई वैक्यूम की बात करना मैं समझता हूँ, बहुत ही मजाकिया बात होगी और बिल्कुल हमारे रीति-रिवाज, संविधान नियम के एकदम विरुद्ध होगी।
